ABSTRACT

For Africa to develop and achieve sustainable development, African governments have to prioritise spending on public health. However, the current spending data shows that health spending is a continuing struggle for African countries. Many researchers have the view that African governments have to collect more tax to spend enough on public healthcare. The question here is what extent people are willing to pay more tax to increase spending on public healthcare? Employing a multilevel regression model on Afrobarometer survey data, this paper examined to what extent individual and country level factors influence people’s willingness to pay more tax to increase spending on public healthcare in 12 Southern African Development Community (SADC) member states. This study found that peoples’ trust in their government is an important determinant of willingness to pay more tax, while factors such as the country’s quality of democracy, economic condition, and current per capita health expenditure have no influence.  相似文献

ABSTRACT

Does the South African Constitution constrain or empower government, courts and citizens in addressing systemic social and economic inequalities? This article argues that the Constitution is explicitly ‘transformative’, but is an enabling document, providing ‘scaffolding’ for political and legal activities. It is government, strong institutions and civil society that are ultimately responsible for securing its equality aspirations. Here the Constitution admits of different understandings of equality and different economic and social policy choices. This article identifies these contested meanings of equality and suggests that a liberal egalitarian/social democratic version is dominant in policy choices and the jurisprudence of the Constitutional Court. It illustrates this with reference to the Court’s jurisprudence on equality, and suggests that more radical and transformative interpretations remain possible. However, it concludes that we cannot escape politics, the need for good policy choices and effective implementation and enforcement.  相似文献

Political entrepreneurship occurs when an individual acts on a political profit opportunity. These profit opportunities can be divided into two categories: productive, and predatory. Productive opportunities enable entrepreneurs to profit from enhancing the efficiency of government, while predatory opportunities enable entrepreneurs to profit from forcibly transferring resources from some to others. This analysis shows that political institutions tend to favor predatory over productive political entrepreneurship, and shows that what is sometimes referred to as political exchange does not have the same efficiency characteristics as voluntary exchange in private markets.  相似文献

Compared with non-union workers, union workers take more of their compensation in the form of insurance. This may be because unions choose democratically, and democratic choice mitigates adverse selection in group insurance. Relative to individually-purchased insurance, we show that group insurance chosen by an ideal profit-maximizing employer can be worse for every employee, while group insurance chosen democratically can be much better. The PASHMINA (paradigm shifts modeling and innovative approaches) project grew out of the need to improve our understanding of the paradigm shift in the energy-transport-landuse nexus and, more broadly, in world development. In envisioning the world at 2050, we envisaged future growth in four possible directions: growth without limits, growth within limits, stagnation, and New Welfare. The scenario considered as preferable reflects a transition toward a New Welfare, characterized by a high level of cooperation, heightened concern for the environment and for social welfare, and an increased share of immaterial consumption. This scenario is based on the recognition that the development of new technologies – although relevant – turns out to be insufficient to resolve the issue of resource scarcity alone. Important behavioral changes are also needed. In the New Welfare scenario, GDP as a measure of growth becomes obsolete and needs to be replaced with ways of measuring progress that are more reflective of natural, human, and social capital. The New Welfare scenario also charts a pathway toward a low-carbon future, with an overall reduction in energy consumption, density, and intensity, and a greatly reduced reliance on fossil fuels. A new, smart electric grid facilitates active demand management and decentralized production of power. Natural gas or even small nuclear plants tackle problems associated with the intermittency of renewable energy sources. Among other likely shifts under this scenario is a re-conceptualization of production, from short-lived to longer-lasting goods and from private to open source knowledge products and services; growth in recycling and zero-waste processes; and a shift from profit-driven business to entrepreneurship that seeks to satisfy social needs and build local capital. The world undergoes a transition from unequal growth to prosperity in a multi-polar, globally interdependent world. New global democracy networks and institutions are created, and constitutions extend beyond the protection of human rights to the recognition of “nature rights.” Citizens’ income is tied to the social welfare-oriented duties and participatory governance. This scenario further leaves room to new forms of self-regulation of common resources. Actions necessary for the shift to the New Welfare paradigm include the adoption of new metrics for measuring progress, measures to increase public acceptance of technological and societal change, the creation of new global and local institutions devoted to sustainable management of shared environmental resources, sustainable production and consumption patterns, and a low-carbon energy and transport systems.  相似文献

Are democracy and success compatible in a business organization? In this work we show how Spain’s Mondragón Corporación Cooperativa (MCC) has made it possible. MCC can be considered a world leader in cooperativism. It is one of the few contemporary business organizations that can be viewed as a democracy, and it represents a unique experience in the use of democratic and participatory methods in management. MCC has developed its own Management Model based on its cooperative principles, on modern management practices and on the cutting edge experiences of the most advanced companies. In this work we analyze the key elements of MCC’s democratic management model, developed around aspects such as corporate culture, organizational structure or human resources. We also look at the case of Irizar, a component cooperative of MCC internationally known for its successful management model. Finally, we outline some practical implications of introducing democracy into organizations, drawn from the experiences of MCC and Irizar.  相似文献

This article aims to incorporate the essential features of capitalism in an operational definition that identifies capitalism per se (pure laissez‐faire capitalism), and clearly excludes variations such as welfare capitalism and crony capitalism. By concisely highlighting the fundamental structures and mechanisms of capitalism, this essential definition facilitates defences of it that are more robust than those ordinarily offered. It also clarifies the relation between capitalism and phenomena with which it is frequently associated, and suggests a straightforward way of identifying and measuring the extent of capitalism in mixed economies.  相似文献
