针对化学品安全检测实验室认可发展,运用SWOT分析认可制度和市场优势和机会,以及面临竞争和制度体系等劣势和威胁,提出化学品安全检测实验室与国际接轨认可发展的需求。     

碳交易“三可”机制设计及应用

MRV（Monitoring, Reporting, Verification）机制是碳排放权交易体系的基石。欧盟为解决碳交易面临的问题重新审视和出台了最新的MRV机制，这对我国未来MRV机制的设计具有借鉴作用。本文研究分析了符合国际惯例的MRV机制中需关注的几个技术问题，同时也介绍了深圳与国际接轨的一些做法。结合欧盟的新法规给出了中国碳交易体系中MRV机制建立应考虑的重要关注点。     

None of our business: A lack of curricular internationalization on the Middle East at small to midsize colleges and universities in New England

Cross-cultural competencies are now specified as critical outcomes in U.S. higher education. Yet an analysis of accredited business programs in New England revealed that students frequently were not required to take courses about the Middle East. The study findings indicate that, for a region of economic and political importance to the United States, a gap exists between the curricular internationalization signaled by accreditation and how accreditors assess this internationalization.     

二级综合医院创建评审（复评）中缺陷探讨

目的通过对专家意见整理，探讨二级综合医院创建（评审/复评）工作中预防缺陷途径。方法收集本院从创建二级甲等综合医院评审、复评中专家意见归类分析，逐项整改。结果不断持续改进，创建（评审/复评）各阶段工作显著提高。结论有利于同级医院创建与评审/复评工作中参考。     

Environmental certification schemes: Hotel managers’ views and perceptions

This paper contributes to research into environmental certification schemes in the hospitality industry, by discussing three objectives of such schemes: (1) promote the implementation of sustainability practices in the hospitality industry; (2) increase profitability; and (3) provide more accurate information to guests. This paper provides a first insight into the perception of managers towards certification schemes. Interviews with 21 London managers from a range of star-rated hotels, and an analysis of 196 websites of London hotels, indicates that these objectives are not all achieved. It is discussed how certification schemes provide knowledge to hoteliers and helps against claims of ‘greenwash’. The effect of certifications on profitability, however, is questioned, and due to limited communication of certifications by hotels, certifications are failing to provide guests with more accurate information. Implications, recommendations and limitations of the research are discussed.     

Quality Assurance in Hospitality and Tourism Higher Education: Administrators’ View of ACPHA Accreditation—An Exploratory Study

For 25 years, the ACPHA (Accreditation Commission for Programs in Hospitality Administration) accreditation has provided assurance about the quality of hospitality education in the United States. This study examines the role that the ACPHA has had in the development of standards for hospitality education and explores the perceived benefits and underlying motives for pursuing accreditation. The findings indicate that the perceived benefits of the ACPHA accreditation are external accountability and program improvement, increased marketing advantage in recruiting, and increased leverage for university resources. Furthermore, accredited schools pursued accreditation to 1) increase the value of their educational offerings, and 2) earn a better academic reputation within the campus community and among the public. The study also finds that certain standards (assurance of student learning, instructional resources, and mission and outcomes) could be challenging for hospitality programs to meet.     

国际视域下教育认证的价值与潜在影响：一个批判的视角

近年来,全球各类教育认证方案层出不穷。教育认证的类型包括项目认证与院校认证,从认证的主体来说,分为公立认证与私立认证。教育认证的主要功能是对教育机构和项目的控制,目前关于高等教育认证仍然存在着许多争议。教育认证未来改进时应将更多注意力放在更好地关注公共利益,促进教育质量的改进与提高,加强教育领域专业人士对本领域职业的价值探讨与控制等方面。     

The decision to advertise nonprofit accreditation status

Nonprofits seek accreditation to bolster their reputation and signal their worthiness to funders. The Better Business Bureau accredits nonprofits who pass 20 standards of accountability. Accredited organizations have the option to pay for the right to advertise their accredited status. At issue is why some organizations pay to advertise and other organizations do not. Utilizing a sample of 495 nonprofit organizations accredited by the Better Business Bureau, we find that nonprofits that pay to advertise the seal are larger, more profitable, have higher visibility, and are more likely to hire professional fundraisers. The results should be of interest to stakeholders and fundraisers interested in the adoption of methods to signal the accountability of nonprofit organizations.

本文藉由发达国家专业继续教育实施概况,以及对台湾健康照护产业从业人员的实证访谈,探究认证管理、继续专业教育与人力资源之间正向连结的论据。研究结果显示,经由一定的认证制度或发照的程序与强制性继续专业教育,专业人员水平提升,获得较高的报酬,拥有较好的社经地位。专业人员因专业伦理与继续教育所启发的主动学习与自我期许精神,对其个人成长、生涯发展与组织发展有重要关联性。
