An Average Derivative Estimation of Stochastic Frontiers

This paper utilizes the average derivative estimation of Stoker (1986) and the pesudo-likelihood estimation of Fan, Li, and Weersink (1996) to estimate a semiparametric stochastic frontier regression, y = g(x) + , where the function g(.)is unknown and is a composite error in a standard setting. The proposed semiparametric method of estimation is applied to data on farmers' credit unions in Taiwan. Empirical results show that the banking services of the farmers' credit unions is subject to economies of scale, but high degree of cost inefficiency in operation.     

论一种"新"型的关税同盟:混合型关税同盟

国际经济学界流行的看法,即认为贸易转移型关税同盟既可导致贸易创造又可导致贸易转移,这是不正确的,这种所谓的贸易转移型关税同盟实际上是一种混合型关税同盟。一个混合型关税同盟包含了一个纯贸易创造型关税同盟和一个纯贸易转移型关税同盟,关税同盟的建立能否给某个加盟国带来福利的增加,取决于这两股相反作用力的相对强弱。若贸易创造大于贸易转移,则福利增加,反之亦然;若两者相当,则还能出现福利不变的情况。     

The Influence of Environmental Pressures, Diversification Strategy, and Union/Nonunion Setting on Employee Participation

This study tests the hypotheses that environment, diversification strategy, and union/nonunion setting affect the number and variety of employee participation programs. A survey of large U.S. manufacturing firms measured the implementation of employee participation programs. Regression results suggest that environmental pressures exert a direct effect on participation in union settings. However, in nonunion settings, environment and diversification strategy both correlated directly with participation. These results suggest that unions could potentially affect participation program implementation.     

小国得益于货币联盟

本文回顾了适用于严格固定货币汇率的技术方法，并从对货币联盟通过货币汇率严格固定所获得的利益与付出的代价的研究中给出证明。事实上，丧失货币主权而付出的代价由于有效资本市场和劳动力市场的形成而降低了。本文还讨论了一个被忽略的实行严格货币固定的好处，即小国因此而事受到更好的货币政策。完善的货币政策得以形成是因为小国将其货币主权交托于大型机构（大国央行或是货币联盟央行）后，其货币政策将免受政治因素的影响；另外部分原因在于大型机构拥有更多的金融和人力资源去设计和执行最佳的货币政策。由于在联盟内部实行区内贸易和资本流动，因此即便太央行的货币政策出错。对于它所服务的成员国来说，造成的影响也较小。     

Examining the disclosures on the websites of English credit unions

This paper examines the disclosures made on English credit unions’ websites. Credit unions without a website are presumed to be small. Community credit unions with websites tend to offer basic services with a limited range of products that may appeal to poorer members of society. Occupational credit unions appear more likely to have a greater range of products.     

进口货物特许权使用费海关估价之完善路径分析

在经济全球化背景下,涉及知识产权的贸易越来越普遍,而现代国际贸易的特点之一,就是进口货物的商标权、专利权等无形的特许权伴随着有形货物的转移,因此,目前进口货物的特许权使用费成为中国海关估价难点之一.文章在综述我国现行特许权使用费海关估价规则的基础上,针对我国进口货物特许权使用费海关估价所面临的问题,着重就如何进一步完善进口货物特许权使用费海关估价,从海关估价技术、估价法规、估价制度、外部环境等四条路径进行了具体分析,并提出了相关建议.     

海关支持综合保税区高水平开放高质量发展研究——以江苏省综合保税区为例

2019年1月12日,国务院印发了《关于促进综合保税区高水平开放高质量发展的若干意见》(国发〔2019〕3号,以下简称《若干意见》),推出21项政策措施加快推进制度创新、促进综合保税区(以下简称“综保区”)升级发展。文件出台后,各地综保区围绕“五大中心”的建设目标,在海关及其他相关职能部门的支持下,加强政策宣传,推动改革创新,强化考核评价,努力推动各项政策落地。为了更好地推进综保区高水平开放高质量发展,课题组对江苏省综保区发展情况开展全方位调研,并且以江苏省综保区为例,对当前制约综保区发展的原因,特别是影响《若干意见》实施效果的原因进行了深入分析,按照制度型开放的要求,从管理机制、发展目标、监管模式等角度提出合理建议,探索新时期海关支持综保区高水平开放高质量发展的路径。     

对当前背景下国企工会职能的转变及服务创新的研究

在当前的社会背景下,工会在国企的发展过程中发挥着重要的作用,它在维护员工利益以及推动企业与员工的沟通与联系等方面作出了突出的贡献。随着国有企业的不断改革与创新,时代环境对工会的工作也提出了更高的要求,工会需要进行职能转变以及服务创新。     

Labor Unions and Forms of Corporate Liquidity

We examine how the presence of labor unions affects a firm's choice of corporate liquidity between bank lines of credit and corporate cash holdings. We find that firms in industries with higher unionization rates hold a higher fraction of corporate liquidity in the form of bank lines of credit. We divide the firms into sub‐groups and find that this positive relationship holds for firms that are not in a state with right‐to‐work legislation and for firms that are financially constrained. Our findings are consistent with the hypothesis that a firm chooses the forms of corporate liquidity to take advantage of the bargaining benefits associated with bank lines of credit.     

欧盟海关同盟战略及其执行评析

摘要：海关同盟是欧盟的三大支柱之一，也是欧盟单一市场的基石。因此，欧盟一直通过其海关同盟战略及其各类实施工具来强化有效、高效、统一、协调的海关联盟。在三十年的海关同盟演进过程中，欧盟海关同盟战略都是承接并贡献于欧盟总体经济规划目标。在其三项海关同盟战略之间以及海关同盟战略与海关行动计划之间存在着延续与发展的关系。为了实现欧盟海关战略目标，欧盟采取了软硬结合的开放协调机制以实施其战略。
