现实中的国际贸易不是自由贸易,国际贸易体制中一直都是自由贸易和贸易保护同时并存,以1GATT/WTO也不是自由贸易组织。管理贸易是指介于纯粹自由贸易和完全贸易保护之间的各种情形,其特点是规则导向、有较大兼容性以及可塑性。管理贸易的发展可以有两个完全相反的方向,而GATT/WTO倡导的贸易自由化实质上是在自由贸易和贸易保护两种成分并存的国际贸易体制中抑制贸易保护、提高贸易自由的程度。  相似文献

The on‐line electronic documentation supplied with the 1994 October Household Survey by the South African Data Archive (SADA) appears to be incorrect. In particular, the electronic version of the questionnaire does not correspond to the hard copy in the possession of the author. The most serious error is that the race classification in the electronic copy is different from the classification on the hard copy. Researchers relying on the electronic copy will erroneously interchange the categories “Coloured”, “White” and “Black”. This could lead to seriously misleading analyses. The reason for this mistake can probably be attributed to a retyping of the questionnaire using the 1993 OHS as a template.  相似文献

碳关税措施的规定是针对国内产品征收的碳税所进行的边境税调整,但国内碳税并不在WTO的边境税调整范围之内。碳关税不符合非歧视待遇原则中的国民待遇原则;由于各国环境政策和环保措施不同,碳关税也违反最惠国待遇原则。碳关税措施不符合GATT第20条(b)款与(g)款的规定,但专家组和上诉机构的解释可能对于碳关税措施符合GATT/WTO的相关规则具有积极的意义。考虑到碳关税对我国部分产业和对外贸易的影响,应该依据上述理由予以反对,驳斥欧美部分国家对于碳关税措施在GATT/WTO中具有合法性的观点。  相似文献

Article VI of the GATT allows counter measures if goods are sold in a foreign market at a price below average production plus transportation costs. The present article analyses Article VI based on a simple game theoretic model with two countries and economies of scale in the production of one homogeneous good. It is shown that multiple equilibria exist under the WTO rule for some parameter values that do not exist without the rule. In some equilibria, the incumbent serves the entire market even if the entrant can produce at lower costs. The model supports the criticism of the anti-dumping rule as an instrument of protection by industrialized countries against competition from developing countries.  相似文献

In this paper we study how the impact of a foreign monetary shock is transmitted between two monopolistically competitive economies engaging in intra-industry trade with differentiated products. Intra-industry trade is the only international link that works through the flexible exchange rate affecting national price levels and a product's internal and external relative prices. While national price levels are subject to purchasing power parity, the two relative prices are determined by the interaction between macro and micro variables. In this context, the exchange rate can insulate a national economy perfectly from a foreign monetary shock provided that monopolists adjust prices. Even if monopolists keep prices rigid, this shock only affects domestic real balances and aggregate demand, leaving domestic aggregate output unchanged because the real balances effect is just offset by the resulting unfavorable relative prices effects under the assumption of Spence-Dixit-Stiglitz preferences.  相似文献

GATT/WTO成立 5 0多年来 ,一直致力于推动贸易自由化 ,以让各缔约方能从中获取贸易收益。而GATT/WTO在这方面的成绩亦有目共睹———经过多轮艰苦的谈判 ,一个开放的贸易体系逐渐形成 ,贸易保护主义亦有所收敛。但是 ,在众多问题得到解决的同时 ,GATT/WTO也不断面临新的挑战。这些新问题往往会涉及到贸易以外的领域 ,贸易与环境问题便是一个很可能会成为未来谈判重点的问题。如何使贸易与环境相互协调 ,在保护环境的同时又不对自由贸易造成太大限制 ,以达到可持续发展的目标 ,这就成为了摆在我们面前的一个重大的课题。  相似文献

The most prominent exception to the cardinal ‘most favoured nation’ principle of the General Agreement on Tariffs and Trade (GATT) of 1947 is in its Article XXIV relating to Customs Unions (CUs) and Free Trade Areas (FTAs). This article required, first, the general incidence of the duties and regulations of commerce imposed by members of the CU with respect to trade with non-members shall not on the whole be higher or more restrictive than those that were applicable prior to the formation of CU or FTA, and, second, that substantially all the trade among members be free. Neither requirement was very operational, because the phrases ‘general incidence’ and ‘substantially all’ being difficult legal concepts to apply. The agreement of 1994 establishing the World Trade Organization (WTO) has made ‘general incidence’ precise by defining it import-weighted average of height of barriers but without offering any rationale for the definition. Now that preferential trading arrangements such as FTAs are proliferating, reform of Article XXIV is of importance. This paper describes alternative approaches to the central question of common external tariffs of a CU. Taking off from the work of Kemp and Wan who showed the existence of a common external tariff of CU that keeps the welfare of non-members unchanged while revising that of the CU as compared to the situation prior to the formation of CU, it characterizes such a tariff structure for two leading benchmark examples as consumption-weighted average of pre-union tariffs and subsidies in the member countries.  相似文献
