This paper documents some of the main features of price‐setting behaviour by retail outlets in Lesotho over the period March 2002 to December 2009. These features include the frequency, size, duration and synchronisation of price changes. In addition, the paper compares price‐setting behaviour in Lesotho and South Africa using a comparable set of products. The findings reveal considerable heterogeneity in price‐setting behaviour across products, outlets, locations and time. Variations in inflation are strongly correlated with the average size of price changes, but rising inflation raises the frequency of price increases and reduces the frequency of price decreases. Price decreases constitute an important determinant of inflation movements. Surprisingly, the frequency and size of price changes in Lesotho differ substantially from those in South Africa, despite the presence of common retail chains and their joint membership in a customs union and common monetary area. These findings open up opportunities for further research into the sources of heterogeneity across products and Lesotho and South Africa in the setting of prices.  相似文献

Recent writing on migration in Southern Africa focuses on the experiences and desires of migrants themselves. While it gives valuable insights, this article argues that it can obscure the role of employers in structuring migration opportunities. In the case of female migrants from Lesotho working in South African agriculture, farmer demand has clearly impacted on the spectrum of both legal and illegal employment opportunities available, with the boundaries between legal and illegal migration appearing more porous than often imagined. The demand for foreign farm workers is complex and cannot be reduced to a simple story of wage differentials with local workers. The conclusion is that if we wish to understand migration flows, and particularly the use of immigrant labour in South African agriculture, we must retain an analytical role for employers' demand.  相似文献

Given its current socioeconomic conditions and fiscal ability, Lesotho has achieved an impressive record in creating a basic social assistance and social protection system, informed by political commitment and through budget reprioritisation. It has set up and administered near universal schemes operating at scale with fairly low transaction costs, addressing core areas and serving vulnerable constituencies – including the aged, orphaned and vulnerable children and children of school-going age. A contribution-based comprehensive national social security scheme to provide coverage for Lesotho workers and their families is also planned. Nevertheless, the task of providing adequate social protection coverage faces systems and delivery challenges; several human development indicators have worsened, and most of the Millennium Development Goals are far from being achieved. There is scope for creating greater fiscal space by establishing a compulsory national contributory scheme, and donor support in the short to medium term is inevitable.  相似文献

Anecdotal evidence suggests that the economies of South Africa and its neighbours (Botswana, Lesotho, Mozambique, Namibia, Swaziland and Zimbabwe) are tightly integrated with each other. The multiple interconnections suggest that South Africa's GDP growth rate should affect positively its neighbours'. However, our review of the available econometric evidence and our panel growth regressions suggest that there is no strong evidence of real spillovers in the region after 1994, once global shocks are controlled for. More generally, we find no evidence of real spillovers from South Africa to the rest of the continent post‐1994. We investigate the possible reasons for this lack of spillovers. Most importantly, the economies of South Africa and the rest of Sub‐Saharan Africa might have decoupled in the mid‐1990s. That is when international sanctions on South Africa ended and the country re‐integrated with the global economy, while growth in the rest of the continent accelerated due to a combination of domestic and external factors.  相似文献

Subsistence farmers in Lesotho have been able to boost agricultural yields and increase food production by adopting conservation agriculture. The practice, locally known as likoti, also contributes to combating soil erosion and to enhancing fertility. The socio-economic and environmental benefits help poor households to rehabilitate and strengthen their livelihood capital base and ultimately help rural communities to build system resilience in the face of widespread poverty and increasing vulnerability that affect the country. This paper discusses the major advantages associated with the spread of likoti. By drawing on primary data collected by FAO-Lesotho, it enquires into the determinants of adoption, thereby highlighting constraints and options for future up-scaling. The results show that attending appropriate training is a crucial prerequisite for the correct adoption of likoti. However, training is more effective when trainers pursue true participation and when social capital among farmers is stronger. Further important determinants of adoption are the level of education and the economic incentives provided to vulnerable households. Stronger policy and institutional support in all these areas would thus help address the cultural and resource constraints that limit the full potential of likoti to be harnessed and ultimately hinder its further spread throughout the country.  相似文献

Lesotho's banking industry is highly concentrated and is perceived to be uncompetitive. However, high market concentration does not necessarily imply a lack of competition in the market. Until now, there is no evidence supporting the view that the industry is uncompetitive. Therefore, this paper uses monthly bank-level data from 2013:10 to 2019:5, and employs the Panzar-Rosse H-statistic and the Boone indicator to examine competition in Lesotho's banking industry. We find that the industry acts as a ‘monopoly’ or a ‘perfectly colluding oligopoly’. We, therefore, argue that policy makers should set up the long anticipated antitrust agency to oversee conduct in this industry, and all other industries to improve societal welfare.  相似文献

The general distinctions between open access, state property, common property and private property are now well established in the academic literature. When applied to African rangelands, however, common property admits a wide variety of resource management regimes. To formulate effective policies it is necessary to understand the structure and operations of particular regimes. In this paper we discuss three examples of common property regimes, two from the southern African nation of Lesotho and one from the west African nation of Senegal, to illustrate some of the key characteristics of common property regimes. In particular, it is important to understand the structure of governance, the types of institutions that govern behavior, and the compatibility between governance, institutions and individual incentives. A common property regime can only be effective if its institutions are compatible with the structure of governance. The extent of its effectiveness also depends upon the incentives and expectations of individuals expected to enforce the rules of the institutions or comply with their terms. At present, most African governments lack the organizational capacity and political will necessary to implement state property regimes, official regulations on resource use, or individual property rights for rangelands resources. In many cases it is more appropriate for governments to define and enforce group rights to particular resources, then help to establish conditions in which internal group dynamics yield efficient resource management outcomes.  相似文献

Africa's social cash transfer programs target the most resource‐constrained households, unlikely to expand supply in response to transfer‐induced demand. We propose a local economy‐wide impact evaluation model and use it to evaluate local spillovers from Lesotho's Child Grants Program. We report Monte‐Carlo confidence bounds around impact‐simulation results. We find significant spillovers to nonrecipient households and significant real income multipliers, although the latter are dampened if factor supply constraints generate excessive inflationary pressures. Our findings raise questions about how to measure the impacts of cash transfers. Evaluations focusing only on eligible households are likely to significantly understate program impacts.  相似文献
