This paper developes a bioeconomic model to analyse the economic losses from the reduced harvesting of prey species resulting from an increase in the stock of a natural predator. Examples of large mammals creating economic damage are whales and African elephants. The economic losses depend critically on the actual management of the prey stock, although the three measures we develop are equal when the stock is managed so as to maximize the sustained economic rent from the prey species. Predation losses are illustrated by the case of the Northeastern Atlantic Minke whale, where the estimate of the average predation cost per whale in 1991–1992 is between $US 1780 and $US 2370, using Norwegian cost and earnings data. A ten percent stock increase is estimated to cause a loss of almost $US 19 million to the fishers of the prey species. If half of this cost were assigned to Norway it would be equivalent to 2.8 and 6.7 percent of the gross profits of the Norwegian cod and herring fisheries, respectively.  相似文献

Protected areas in fishery management have been suggested to hedge management failures and variation in harvests. In this paper, a stochastic bioeconomic model of a two-species fishery in the Manning Bioregion is used to test the performance of protected areas as a management tool in a fishery. The establishment of a protected area is analysed under the assumption of heterogenous environments that are linked via density-dependent or sink-source stock dispersal relationships. The sensitivity of the results to different degrees of management is also explored. The model is applied to the Ocean Prawn Trawl, and Ocean Trap and Line fisheries within Manning Bioregion in New South Wales, Australia. The focus of the study is placed on the biological and institutional characteristics that yield benefits to the fishery. It was found that protected area use in the Manning Bioregion is likely to have differing effects on the two fisheries examined, benefiting Ocean Trap and Line fishers but adversely affecting Ocean Prawn Trawl fishers. Overall, it is unlikely that protected area use will lead to an increase resource rent in the fishery.  相似文献

The detectability of invasive organisms influences the feasibility of eradicating an infestation. Search theory offers a framework for defining and measuring detectability, taking account of searcher ability, biological factors and the search environment. In this paper, search theory concepts are incorporated into a population model, and the costs of search and control are calculated as functions of the amount of search effort (the decision variable). Simulations are performed on a set of weed scenarios in a natural environment, involving different combinations of plant longevity, seed longevity and plant fecundity. Results provide preliminary estimates of the cost and duration of eradication programs to assist in prioritising weeds for control. The analysis shows that the success of an eradication program depends critically on the detectability of the target plant, the effectiveness of the control method, the labour requirements for search and control, and the germination rate of the plant.  相似文献

Georgescu-Roegen's work is usually divided into two categories, his earlier work on consumer and production theory and his later concern with entropy and bioeconomics beginning with his 1966 introductory essay to his collected theoretical papers published in the volume Analytical Economics. Most economists usually praise his earlier work on pure theory and ignore his later work which is highly critical of neoclassical economics. Those economists sympathetic to his later work usually take the position that he “saw the light” and gave up neoclassical theory some time in the 1960s to turn his attention to the issues of resource scarcity and social institutions. It is argued here that there is an unbroken path running from Georgescu's work in pure theory in the 1930s, 1940s, and 1950s, through his writings on peasant economies in the 1960s, leading to his preoccupation with entropy and bioeconomics in the last 25 years of his life. That common thread is his preoccupation with “valuation.” The choices our species makes about resource use and the distribution of economic output depends upon our valuation framework. Georgescu-Roegen's work begins in the 1930s with a critical examination of the difficulties with the hedonistic valuation framework of neoclassical economics, moves in the 1960s to the conflict between social and hedonistic valuation, and culminates in the 1970s and 1980s with his examination of the conflict between individual, social, and environmental values. This paper traces the evolution of Georgescu-Roegen's thought about valuation and the environmental and social policy recommendations which arise out of his bioeconomic framework.  相似文献

Progress is a difficult concept, but the phenomenon itself seems to be more than just an illusion. In this paper we consider how a bioeconomic perspective can help to clarify matters, especially when we compare aspects of organic evolution to technological progress. Beginning with the influence of Malthus upon Darwin, we see how the latter's ideas differ in important respects from those of other biologists and from those of social scientists and philosophers. Consideration of biologist's views about competition and the reasons for specialization suggests ways in which matters might be clarified by a more 'entrepreneurial' view of the relationships of organisms to the natural economy.  相似文献

The New Institutional Economics might have significant interactions with the economics of non-human societies. Some possibilities are considered in connection with the ideas of Yarbrough and Yarbrough on human societies. First, the need for enforcement may be less when the organisms in question treat one another as resources. Second, theories of the division of labor that have been developed in biology are applicable to human societies. There may be some interesting alternatives to traditional sociobiology as well.  相似文献

The use of marine protected areas as a fishery management tool has been suggested as a hedge against management failures and variation in harvests. A stochastic bioeconomic model of a hypothetical predator–prey fishery is used to test the performance of protected areas in a fishery with heterogenous environments. Protected areas are analysed under density‐dependent and sink‐source dispersal relationships between the subpopulations that occur within the fishery. Differing management structures governing resource extraction are analysed. The focus of the study is placed on the biological and management characteristics that yield benefits to both fishers and society. It is shown that the establishment of a protected area improves fishery rent and lowers harvest variation. This result is sensitive to both current management controls and the correlation between species and patches.  相似文献

This article discusses bioeconomic analysis and different management strategies in fisheries. It reviews recent developments, which show the need to expand the analysis to multispecies fisheries and management. Significant gains can be made if the interdependencies between species and/or jointness in inputs for many fisheries are identified. Both common property resource management and individual transferable quotas (ITQs) can be fruitful strategies in different settings. The article suggests that there is scope for the development of a multiple use management approach of marine resources. Besides the aim of an efficient use of fish stocks, equal attention should be given to other values from aquatic ecosystems, like ecological services, biodiversity and recreation possibilities.  相似文献

Abstract

This article analyses Darwin's image among economists with a specific focus on his theory of social evolution as presented in the Descent of Man (1871). We propose an analysis of the way and context in which economists refer to Darwin, mention his name and quote his writings. It then appears that Darwin is most of the time viewed as a biologist only, who never developed his own theory of social evolution. He is thus quoted as a biologist who either borrowed concepts from economists who developed a theory of social evolution, or laid the basis for biological theory of social evolution developed by others, Spencer, in particular. It is only recently that eventually the twofold dimensions—biological and social—of Darwin's general theory of evolution are considered together by bioeconomists.  相似文献

An entrepreneurial view of macroevolution is in line with thinking of natural selection as being more than just elimination of the unfit. Real innovation needs to be considered, and the ability to expand into new niches is crucial. Various factors tend to militate against change, some of which are intrinsic to the organism, whereas others depend upon the state of the economy. Evolutionary biologists have had some ideas about macroevolution, ecology, and physiological and anatomical innovation that are much more germane to such matters than most kinds of genetics.  相似文献
