The paper attempts to identify the telecom-sector performance indicators, relevant economic variables, and institutional characteristics
of a country that effect the process of privatization of state-owned telecom enterprises. Using standard duration analysis
of a panel data, we demonstrate that the privatization incentives are not only shaped by the mobility of financial capital
in a country but are also influenced by the degree of competitiveness of private sector participation in policy-making process.
The empirical results also reveal the significant impact of productive efficiency in telecom service provision on its course
to privatization.

Regulatory decisions often must be made in an atmosphere of uncertainty, and arguments presented by the affected parties frequently
add to, rather than resolve, that uncertainty. Here, we examine several of the deregulatory decisions affecting the long-distance
market that were rendered by the FCC over the two-decade period following the divestiture of AT&T. Our purpose is to provide
empirical evidence relevant to some of the arguments regarding market conditions that were presented during that period. Findings
suggest that some of the more prominent allegations are not supported by the data.

We examine the effects of public ownership and regulatory agency independence on regulatory outcomes in EU telecommunications.
Specifically, we study regulated interconnect rates paid by entrants to incumbents. We find that public ownership of the incumbent
positively affects these interconnect rates, and suggest that governments influence regulatory outcomes in favor of incumbents
in which they are substantially invested. However, we also find that the presence of institutional features enhancing regulatory
independence from the government mitigates this effect. In order to study regulatory independence, we introduce a new cross-country
time-series database—the European Union Regulatory Institutions (EURI) Database. This database describes the development of
institutions bearing on regulatory independence and quality in telecommunications in the 15 founding EU member states from
1997 to 2003

The study analyses the determinants of international telephone, telex, telegram and leased lines communication between the United States and 46 countries. It focusses on the role of multinational firms, international trading firms and new information technologies within the framework of the theory of transaction costs.Results of the econometric estimates suggest that: (a) technological conditions of telecommunication infrastructure, i.e., international diffusion lags of new information technologies, play an important role in the explanation of international telephone and telex telecommunication flows but not in the demand for telegraph and leased lines, (b) multinational firms use international telecommunication to reduce the coordination costs and are strong customers of leased lines and telephones, but less so of telex and telegrams, (c) international trading firms exhibit less clear preferences in the use of the different media to reduce transaction costs. 相似文献

The issue of disruptive operators has recently gained interest among researchers and regulators. From a regulator's perspective, disruptive operators can increase competitive rivalry in markets dominated by a handful of large companies, thereby allowing consumers to obtain more benefits in terms of price and quality. Largely overlooked in this discussion has been the impact that the specific identity, complementary assets of operators, and their strategies have on the marketplace dynamics. In this paper we explore the impact that one such operator – Free Mobile – has had on the French mobile telecommunications market. Drawing on a wide range of secondary sources, our analysis finds that the entry and subsequent growth of Free Mobile has had a complex and multi-faceted impact on the market. Their growth has been at the expense of the other three mobile network operators active in the French market, while their innovative business model, which enables it to compete on the basis of low costs, has been copied by its rivals. The specific characteristics of Free Mobile and of its strategy have contributed to a significantly alteration to how competition occurs in this market. This, in turn, triggers a strong incentive for restructuring, which is actually restrained by regulatory concerns. 相似文献

We develop a model of competition between interconnected networks,that allows for carriers to differ in size. Under two-partpricing, we show that because of asymmetry the larger network willalways prefer a reciprocal interconnection charge be set at cost.For sufficiently large asymmetry the smaller network will have thesame preference. Under the assumptions of our model a particularly simple regulation is optimal – if carriers cannot agree on the terms of interconnection, the larger carrier is entitled to select the access price which is then applied reciprocally. 相似文献

The mobile telecommunication market has evolved from simple voice to multimedia services. In the past, the primary players in mobile services were local operators in different countries; international telecommunication vendors, such as Qualcomm and Nokia, were seldom involved in the mobile service market. In order to enter this market, Qualcomm and Nokia have separately introduced their mobile application platforms, called respectively BREW and Preminet. This paper examines how the two companies attempt to share the mobile service market through their mobile platforms and internationalized business models. The experience of Chinese Taipei shows that opening up a previously protected market to new entrants can be a more effective and reliable way to enhance competition than regulating the behavior of dominant or monopolistic firms. Moreover, when opening up the market, the liberalizing measures adopted by government should be market-structure-neutral. That is, it should not try to dictate the direction and results of market competition. A more pressure-resistant mechanism should be designed to deal with market power, taking the form of a regime that is cross-sector, independent and collective in its decision-making, such as has been the case with Chinese Taipei's Fair Trade Commission. 相似文献
