Political Measures for Strategic Environmental Policy with External Effects

This paper investigates an environmental policy designed to reduce the emission of pollutants under uncertainty, with the agent problem as an optimal stopping problem. We first analyze the two cases in which there are one agent and two competing agents by following Ohyama and Tsujimura (2005). When we consider a model of strategic agents, we need to analyze the external economic effect that is peculiar to an agent’s environmental policy implementation. Then, to improve and resolve these external effects, we examine three alternative political measures, comprising an environmental subsidy, an environmental tax and an emission trading system. The results of the analysis indicate that the environmental subsidy and environmental tax promote environmental policy. However, they do not create an incentive to be the leader. On the other hand, an emissions trading system not only promotes environmental policy but also creates an incentive for leadership.This paper was previously circulated under the title “Political Measures for Strategic Environmental Policy with Induced Effects”. 新世纪伊始，日本政府出台了一系列承前启后的农业策略，主要体现在农业保护、农业立法、粮食安全、比较优势、有机农业和饮食结构等方面，鉴于中日两囤三农领域较多的相似之处，这些策略对当前我国政府发展农业、改造农村、扶助农民等极富有启示意义，

“三农”问题是一个受到全社会普遍关注的大问题，本从历史发展的角度，追溯了“三农”问题产生的根源，并结合实际工作，提出了按照公共财政的要求对“三农”进行扶持的主要方面。     

财政补贴改革刍论

财政补贴是国家宏观调控的杠杆之一,但是,目前补贴不规范,财政补贴数额大、项目繁杂,补贴效果‘异化’,加大了社会不公。为了强化财政补贴杠杆功能,提高财政补贴效益,必须按照建立公共财政的要求,本着满足公共需要原则、弹性补贴制度原则和补贴方式间接化原则,改变“一刀切”和补贴刚性的局面,确保采暖费收支合理化,取消肉食、副食品、粮食等价格补贴,改革国有企业的亏损补贴制度。     

Trade and Biotechnology in Latin America: Democratization, Contestation and the Politics of Mobilization

This research explores the role of agrarian and environmental movements in contesting the development and promotion of agricultural biotechnology through trade liberalization in Latin America. Organized around themes of mobilization, participation and representation, it raises key questions about who mobilizes and how, and about the strategic dilemmas that arise when movements with different histories, membership bases and cultures of protest attempt to work together. Issues of accountability, representation and participation run through the analysis of strategies of organization and claim-making adopted by an eclectic range of groups seeking to contest the role of biotechnology in the structure of agricultural production, the institutions that manage that relationship and the discourses which sustain it. In particular, analysis centres on their responsiveness to the concerns and agendas of poorer groups in the front line of the 'gene revolution' as it plays out in the Latin American countryside, in particular in Argentina and Brazil, the key players in biotechnology in the region.     

我国财政支农的资金效益问题研究

本文通过一系列数据对我国财政支农资金的效益进行分析得出农村居民纯收入的缓慢增长与财政支农资金的快速增加形成了明显反差,我国财政支农资金使用效益不高。针对这样的现状,分析了产生财政支农资金效益不足的原因,并提出相应措施来提高财政支农资金的使用效益。     

河南省农业可持续发展战略研究

农业的可持续发展已经成为当今世界农业发展的一种新战略,无论是发达国家,还是发展中国家都在积极研究符合自己国情的农业可持续发展模式。文章从河南省农业可持续发展的紧迫性与必要性研究出发,探讨了河南省农业可持续发展的战略指导思想及其战略目标,并提出了河南省农业可持续发展的对策与措施,以期为区域农业可持续发展研究提供参考。     

伪满时期东北农业雇工研究

伪满时期,由于日本帝国主义的入侵,影响和改变了东北农村的社会经济结构和农民的生存环境.雇工(或雇农)作为东北农民社会的一个阶层,在这期间经历了极为显著的变化,诸如雇农数量激增;雇农内部结构发生变化;雇佣劳动在农业劳动中所占比率上升;雇农群地域分布的不平衡性;雇工形态及雇工工资的变化;雇工家庭生活水平的下降等.     

Land tenure and rental in Western Sudan

This paper reports on aspects of land tenure in western Sudan, especially the nature of tenure insecurity and the functioning of the land rental market. The active land rental market accounted for about one-third of cultivated land. Patterns of land rental transactions, and tests of the importance of insecurity in renting land, where the owner may not be able to reclaim land rented out, do not support the presumption that rental markets perform poorly. The role of the sheikh as administrator of village land, and the claims of large landowners to vast tracts, are, however, important political problems that must be resolved before attempts at ‘rationalizing’ land tenure.     

矫枉何须过正--评美国《2000年持续性倾销与补贴补偿法》

2000年底，美国国会通过了《持续性倾销与补贴补偿法》(CDSOA)，依据该法，海关征收的反倾销、反补贴税将以补偿的形式分配给受影响的国内生产者。CDSOA借维护公平贸易之名，行保护主义之实，不但缺乏经济上的合理性，也违背了美国依WT0协定承担的国际义务，从而引起了各国的声讨。
