Abstract

In this paper we summarize and comment on the papers published in issue 6.4. RÉSUMÉ Dans la présente communication, nous récapitulons les communications publiées dans le numéro 6.4, et nous présentons des commentaires. Empirical Microeconomics in Changing Times: A Reflection on 50 Years of IFS Research

Since the publication of the Meade Report in 1978 and the establishment of the Fiscal Studies journal in 1979, IFS has been a world leader in the microeconomic analysis of tax policy. Here we document the growing importance of rigorous empirical analysis in our academic and policy research. We point to the expanding reach of IFS research outside the pure analysis of tax policy in the years following the Meade Report and the key role played by the ESRC Centre for the Microeconomic Analysis of Public Policy, established in 1991. This Centre provided the environment for long‐term research across a wide set of fields that has enabled IFS to stay ahead in the policy debate and maintain a leading position in academic research. The breadth and depth of work in tax policy as it impacted on individuals, on families, on the labour market, on firms, on innovation, on retirement, on capital markets and on government revenues are exemplified through the Mirrlees Review. The expansion of IFS research into a broader set of areas, including health, child development and human capital, is captured through the recent launch of the Deaton Review on the causes and consequences of inequality, covering a broad set of inequalities and the challenges they bring to society, to policy and to research.

瑞典皇家科学院10月1日宣布,将2000年诺贝尔经济学奖授予詹姆斯·赫克曼和丹尼尔·麦克法登,以表彰他们在微观计量经济学领域所作出的杰出贡献.两位获奖者在微观计量经济学领域的主要贡献是,他们在70年代发展了已被广泛用来对个人和家庭行为进行统计分析的理论和方法.该文对他们的科学贡献作了初步的评价.     

Innovation and performance – evidence at micro level

This empirical study aims to shed light on the link between innovation and economic performance at micro level. Based on a comprehensive survey among dairy and crop farms in the Netherlands we estimate a structural multi-stage model to deliver evidence on the effect of engagement and investment in innovation on the production of product, process and organizational or marketing innovations as well as on the effect of such innovations on farm level productivity. The results suggest various market and farm behaviour related factors to stimulate an increase in innovation engagement and production. Furthermore, the study reveals that indeed a greater innovation investment per unit (innovation input) leads to a higher probability of producing at least one successful product, process and/or organizational or marketing innovation (innovation output). The production of process and organizational or marketing related innovation leads to significant productivity gains. Various recommendations towards a more effective and efficient innovation policy are finally given.
