Operations of a Pension Fund after the Asian Crisis: The Thai Experience*

During and after the Asian crisis, institutional investors and pension funds in Asian financial markets have been confronted with a number of difficulties effecting their performance and the way they carry out their role within the national pension system. We analyze these problems by comparing the actual investment policy of an institutional investor with an optimal investment strategy derived from the insights of modern portfolio theory. We also analyze whether the organizational set‐up of a pension fund allows it to adequately perform its role within the pension system. As an example, we examine the operations of the Thai Government Pension Fund (GPF). We find that allowing international investments and reducing restrictions on equity investments while lowering the implicit requirements for investments in government debt would allow the GPF to further diversify its investment risk and to increase its risk‐adjusted return. We also show that some changes in the governance structure of the GPF would lower the occurrence of conflicts of interest for the management and increase the efficiency of the GPF operations.     

Glamour and Value Strategies on the Tokyo Stock Exchange

This paper evaluates the performance of glamour and value strategies and tests the extrapolation model for the Japanese equity market. In general, value stocks outperform glamour stocks by between 6 and 12 percent per annum for the five years after portfolio formation. Evidence from past, future and expected growth provides strong support for the story developed in Lakonishok, Shleifer and Vishny (1994). It is difficult to attribute the value premia to the difference, if any, in risk factors. In addition, the book-to-market premium is much closer to an arbitrage opportunity than the size premium.

工程建设项目战略灵活性的实物期权评价

为了进一步提高项目价值,项目经理必须认识项目规划和管理的不确定性。传统的工程项目规划、预算和管理往往认为不确定性降低了项目的价值,并没有从中充分地挖掘增加项目价值的机会。实物期权方法就是利用战略灵活性来识别和把握在动态不确定中所隐蔽的项目价值。通过一个高速公路项目的案例来展示实物期权方法所带来的管理灵活性对评价和选择战略的重要意义。还讨论了实物期权应用中的一些问题,指出了今后研究的方向。     

Selecting Sites for New Facilities Using Data Envelopment Analysis

This paper develops a mathematical programming model for obtaining a best set of sites for planned facilities. The model is concerned with those situations where resource constraints are present. The specific setting for the paper involves the selection of sites for a set of retail outlets, wherein the ratio of aggregate outputs to inputs for the selected set is maximal among all possible sets that could be chosen. At the same time, the model guarantees that the only sets of stores allowable are those for which the available resources are used to the maximum extent possible.     

长株潭区域物流发展策略研究

A note on the determination of A-optimal type block designs under fixed and mixed effects models

In this paper, we consider the problem of estimating a selected set of contrasts between v treatments using a block design consisting of b blocks of size k. Traditionally, the construction of A-optimal block designs for such situations has been carried out assuming a fixed effects model. In this paper, we show that A-optimal designs constructed under a fixed effects model are robust in the sense that these designs have maximal minimal efficiency when considered among all available designs and under all possible mixed effects models.
