This article draws on preliminary research into the social history of Melbourne, on the ways that suburban life in the post-World War II era provides both explanation and counterweight to persistently negative stereotypes of suburbia. Over recent decades, suburban histories have been eschewed in favour of historical reconsiderations of the inner city or the bush. The history of the Australian suburb, particularly since 1945, is yet to be written. Oral history and municipal archives will be crucial to the writing of such histories. The article suggests several research pathways, including intergenerational life stories, a wider scale of geographical analysis, and a subtler reading of cultural conformity and social differentiation.  相似文献

Under advanced capitalism, gentrification converges with the post‐Keynesian ‘unhinging' of the state from the project of social reproduction, including its responsibilities for collective consumption (e.g. housing, schools). Gentrification research scrutinizes this convergence through the ongoing assault on social/affordable housing, and yet anaemic housing welfare is not its endpoint. The social contract is further fractured through the ongoing discreditation and dismantling of the full gamut of legacies of the publicly regulated Keynesian inner city, including essential social infrastructure. Focusing on public schools, as an essential site for social reproduction, this article explores how the struggle for the city under neoliberal gentrification may be emerging along additional (non‐housing) vectors. Based on a qualitative study of families' experiences of poor public education provision in central Melbourne (Australia), this article argues that the exclusionary effects of gentrification likely exceed residential encroachment as state subsidization of residents continues to yield to the subsidization of capital. In particular, this article identifies life‐stage specific, infrastructure‐related displacement pressures wrought by a state failure to provide adequate public primary schools in the ‘regeneration' of central Melbourne, and it illustrates how these pressures prompt housing strategies that unevenly divest families of the locational advantages secured in the inner city. Highlighting the role of public school deficits in the reluctant suburbanization of lesser‐resourced families assists in foregrounding state complicity in displacement dynamics and the potential for these to magnify socio‐economic, gendered and socio‐spatial inequalities across the city.  相似文献

In the new millennium, cities have become an emerging force among new forms of subnational climate governance. Of interest is how cities act unilaterally and directly in this new climate politics via the provision of relevant tools. Since metropolitan planning strategies have been considered as important mechanisms for achieving urban sustainability in this period, this research has sought to investigate the importance of these master plans in the delivery of urban responses to climate change. For this purpose, the study has employed a qualitative research methodology with the application of a comparative case study and the progression of a conceptual framework for evaluating climate policies in metropolitan plans of two selected cities—London and Melbourne. The study's results suggest that both the ‘London Plan’ and ‘Plan Melbourne’ incorporate critical elements to enhance climate governance, including the promotion of coordination principles, innovative technologies, a participatory planning approach and a long‐term planning scale. However, the review identified a consistent omission of key principles as identified through the proposed matrix for analysing the climate policies of a city's government, which include risk assessment tools, monitoring systems, distribution, impact frame and accountability. Moreover, the research also revealed the lack of vertical integration in policy formulation and implementation of ‘Plan Melbourne’. Our study suggests that a city's governance structure influences the way it undertakes its climate actions and the potential efficacy of these on a metropolitan scale.  相似文献

Cities are increasingly looking to their popular culture connections to contribute to an attractive destination image. In promoting their popular culture, cities are constructing a different view of their heritage. In Melbourne, Australia, AC DC Lane has been created to commemorate the popular hard rock band. In examining the process of its creation, this paper focuses on two issues. First, the debate over its creation illustrates the expectations that are now arising from such developments and the role of the news media in championing some tourism projects. Second, in honouring a notoriously irreverent hard rock band, AC DC Lane presents a different type of heritage, in many ways at odds with the more conventional views of how heritage might contribute to a city’s destination image and identity.  相似文献

A relatively recent body of literature has looked critically at the role of car parking in urban areas, showing that a significant determinant of the extent of parking space is the planning system. Of particular importance are statutory minimum off-street parking requirements for new developments. If parking and parking policies are significant to urban outcomes, one question that follows is − how active a role (if any) has strategic urban planning had in car parking? In this paper we ask if, and in what ways, car parking has been a stated strategic planning interest over the course of nearly a century of planning for one city − Melbourne, Australia. Our approach has three parts: a content analysis of strategic planning documents over time; a corresponding analysis of statutory policies on the ground; and reflection on what this means for the relationships between strategy and policy.We find that extensive car parking, treated as a public good, was once specifically planned as a critical component of facilitating a car-based city. We show that car parking has receded as a strategic policy issue over time, but that statutory minimum parking requirements introduced in the 1950s continue to be entrenched. Even with more recent strategic plans seeking to curtail car use and increase urban densities, minimum parking policies originally introduced to achieve the opposite effects have remained largely intact. We argue that parking has a significant role in urban form but is, in our case study city, illustrative of gaps between strategic and statutory planning, and between planning practice and research. Whereas post-war planning instigated policy approaches to car parking as a means of planning for car use, strategic planning in Melbourne now plans around parking − the elephant in the scheme. The findings have implications for other intensifying cities with a history of minimum parking policies; as well as for cities now undergoing rapid motorisation.  相似文献

The increasingly disputed concept of gentrification‐induced displacement is combining with the argument that the poor benefit from social mix to produce a theoretical case for ‘positive gentrification'. The notion that new middle‐class residents not only attract more investment but bring opportunities for ‘upward social mobility' to low‐income people who manage to stay in gentrifying areas has become policy orthodoxy. While there are scholarly challenges to the extent of these benefits, the disadvantages of imposed social mix on low‐income communities even where they are not physically displaced remain under‐researched. This article helps to fill this gap by reporting on research into the experience of long‐term low‐income residents of gentrifying neighbourhoods who managed to stay put. The research explores notions of social mix, place and displacement among residents of secure community housing in Melbourne, Australia (the equivalent of small‐scale social housing in Europe and North America) with the object of establishing whether the absence of physical displacement is sufficient to ameliorate gentrification's negative impacts. The findings demonstrate that transformations in shops and meeting places, and in the nature of local social structure and government interventions, cause a sense of loss of place even without physical displacement.  相似文献

Venue selection for major sporting attractions can be a highly politicized decision making process. Due to the sometimes controversial nature of venue selection, politicians can be circumspect on related issues including potential economic impacts. This was the case with the Australian Formula 1 Grand Prix held at Albert Park, Melbourne in March 1996. Comments provided by the authorities on matters associated with the venue selection referred to both the opportunity to showcase Melbourne on international and national television due to the proximity of Albert Park to the Melbourne skyline as well as referring to the fact that the Australian Grand Prix had been conducted at Albert Park in the 1950s and therefore the race could be said to be returning home! However, limited details have been made public regarding the financial aspects of the event. A real challenge was to estimate expenditure by the visitor and the indirect economic benefits on regional economies in the absence of formal data. In the aftermath of the event, however, the media amply reported estimated figures for gross economic gains attributable to the Grand Prix. This paper argues that it is possible to use these estimates of gross economic gains, as reported by the media, to derive the direct contribution of this event This paper investigates the comparative benefits of an alternative venue, such as Sandown Park in the Eastern region and concludes that the higher multiplier effects evident in the Melbourne Metropolitan Region ensured that any decision made on economic grounds would favor Albert Park over outlying regions.  相似文献

The story of wages in nineteenth‐ and early twentieth‐century Australia has largely been told through official published statistics and the experiences of skilled artisans and construction labourers. Utilising wage book data from an early successful manufacturing plant – a biscuit factory – we reveal the earning histories of several neglected groups of Australian workers. We specifically investigate the effects of the 1890s depression, the introduction of a wages board, and shifting demographics on the wages of unskilled factory hands, women, juvenile workers, and commercial clerks. We demonstrate that typical Australian wage series studies have misinterpreted the impact of these phenomena.  相似文献
