Too big to fail — Lessons for today and the future from British industrial policy, 1960–1990

British industrial policy for two sectors (automotive and aerospace manufacture) in the period the 1960–1990 is considered and compared with the challenges facing the United Kingdom following the financial crisis of 2008. The history of the period 1960–1990 is informed by interviews with well-placed policy-makers of the time. These observations complement the historical record to confirm that British industrial policy was then more often a pragmatic response to events than the consequence of political ideology. Four particular phases of policy are observed: consolidation, investment, nationalisation and privatisation. During the decade 2000–2009 several British companies in banking, transport and energy have been subject to similar state interventions. In 2010 these companies are at various stages on the four step journey considered by the paper. The paper provides four lessons from the past for twenty-first century policy makers tasked with taking forward the companies with state investment and ensuring a return to economic prosperity.

Innovation and employment growth in industrial clusters: evidence from aeronautical firms in Germany

This article investigates the impact of various agglomeration forces on employment and innovation for a sample of aeronautical cluster firms in Northern Germany and a control group of geographically dispersed aeronautical firms in other German regions. The findings suggest that employment growth is positively affected by labor market pooling but this effect is not cluster‐specific. The firms' probability of innovating is positively influenced by knowledge flows from proximate scientific institutions and public information sources as well as demanding local customers. However, only the effect of demanding customers is cluster‐specific.

The Political Economy of Industrial Policy in China: The Case of Aircraft Manufacturing

This paper focuses on China's efforts to build a world-class aircraft manufacturing industry. In the first half of the 1990s, the potential of the Chinese industry to mount a competitive challenge to Western aircraft builders was largely discounted. Nowadays, the threat is taken more seriously. The growth in the Chinese air transport market has reinforced the bargaining power of national aircraft producers and authorities are giving priority to building science and technology capacity in this area. Progress in creating military/civilian synergies has proven much more modest and the overall industry still lacks effective coordination.
