为了解决航空发动机双通道电子控制器(EEC)两个通道均发生故障时如何评估通道健康度,从而选择主控通道的问题,论文提出了基于逆模型计算发动机推力敏感度的方法,量化不同信号故障对发动机推力的影响程度,依据推力敏感度来评估双通道健康度,协助主控通道选择,最终提高系统的安全性。     

Legal evolution of the concept of ‘home base’ for the purpose of determining labour and social security law applicable to European aircrew members

This paper has a dual aim: (1) to outline the legal evolution of the ‘home base’ concept and (2) to map the role of this concept in determining the law applicable (both employment law and social security law) to employment contracts of European aircrew members. An in-depth analysis of the relevant portions of (1) Reg. (EEC) No 3922/91, (2) Reg. (EU) No 465/2012, (3) Reg. (EU) No 83/2014, (4) EASA's 2014 Certification Specifications, and (5) the European Court of Justice's preliminary ruling on joined cases C-168/16 and C-169/16 is conducted.What emerges is that (1) the ‘home base’ definition, due to its subjectivity, has traditionally been susceptible to multiple interpretations and (2) due to regulatory ambiguity, the use of ‘home base’ to identify the labour laws applicable to airline workers has for a long time been inconsistent, ranging from one extreme (being considered a key element for this purpose) to the other (being assigned a secondary role). It was only in the last few years that some improvements were made, with Reg. (EU) No 465/2012 first and the European Court of Justice's 2017 preliminary ruling then, clarifying that the ‘home base’ concept must be assigned a central role in the determination of the law (both social security law and employment law) applicable to employment contracts in the aviation industry.     

Mauritania: The cost-effectiveness of EEC food aid

The value of EEC food aid to Mauritania is assessed. Given such factors as poor record keeping, political instability as a unique import/export situation, the authors conclude that only one of the three commodities supplied under the 1978 EEC programme could be considered cost effective.     

Global competition and EEC policy in telecommunications: An Italian perspective

Within the framework of increasing US and Japanese competition, an interpretation is given of the future development lines of European telecommunications. Europe is lagging behind in this sector; this is explained in terms of the subdivision of services at the national level and the fragmentation of industrial areas within the respective countries. The minimum basis for recovery should be the establishment of a common European base in the telecommunications sector. A European scenario is proposed with particular attention devoted to the Italian problems in restructuring and development.     

Alcoholic beverage legislation: Harmonizing EEC laws

This article outlines the range of non-tariff obstacles to intra-EEC trade in alcoholic beverages. It describes the response of EEC institutions vizàviz harmonization of laws and European Court jurisprudence. The implications of the now famous ‘Cassis de Dijon’ court ruling are discussed and the paper concludes with tentative suggestions on the direction of future EEC efforts to create a common market for alcoholic beverages.

Europeanisation under authoritarian rule: Greek business and the hoped-for transition to electoral politics, 1967–1974

ABSTRACT

The article addresses the domestic impact of the freezing of the Greek association with the European Economic Community (EEC) on business–government relations during the colonels’ dictatorship in Greece (1967–1974). Focusing on the Federation of Greek Industries (SEV), the author argues that in the face of the Europeanisation of Greek industry, Greek business embarked upon a strategy prioritising liberalisation as a means towards rapprochement with the EEC. But this strategy was not part of a pro-democracy agenda. On the contrary, seeking a viable political regime and future accession to the EEC, SEV supported an abortive authoritarian transition to electoral politics in 1973.     

Greece in the European Union: policy lessons from two decades of membership

This paper examines the first two decades of Greece’s experience as a member of the European Union (EU). In evaluating the Greek experience within the EU, we derive three fundamental policy lessons that apply both to similar small peripheral countries now entering the EU and to the EU itself in terms of facilitating their integration in a large economic area. First, small peripheral countries that enter the EU must address the structural deficiencies of their economies before entry in order to minimize the impact of increased competition after the removal of trade protection, and follow domestic policies that maintain and promote their comparative advantage within the EU. Second, the Convergence Criteria have proven to be a successful mechanism for countries with a poor historical policy record to achieve macroeconomic stability, as shown by the case of Greece. Third, common EU policies can be very helpful in facilitating structural reforms in small peripheral economies. However, these policies must be continuously evaluated and improved so that their effectiveness is maximized.     

The new EEC Merger Control System
