Reconfiguring the innovation policy portfolios for Taiwan's SIP Mall industry

Since the year 2000, silicon intellectual property (SIP), which can minimize the gap in ‘design productivity’ that exists with systems-on-chip (SOC), has become one of the most important factors in the development of integrated circuit (IC) products in the SOC era. Although SIP is very important for IC industry development, complicated business, technical as well as legal issues inside SIP transactions have hindered successful transactions and the integration of SIPs into SOCs. Thus, web-based SIP e-Commerce mechanisms, called SIP Malls, have emerged, aiming to resolve complex SIP issues. To maintain its leading position and competitiveness in the World's IC industry, as well as the value added by SOC products in Taiwanese IC firms, the Taiwanese government has developed SIP Malls, using innovation policy tools. However, the Taiwanese SIP Mall industry remains immature. No existing Taiwanese SIP Malls generate a profit or account for a significant share of worldwide SIP transactions. This research will develop an analytical framework for defining an innovation policy portfolio that aims to develop Taiwan's SIP Mall industry, so that it will enhance the value added of SIP Malls and, thus, the nation's competitiveness in the SIP and IC industries, something which already has become one of the Taiwanese government's major concerns. The industry innovation requirements (IIRs) are summarized using the Delphi method. Meanwhile, the major IIRs identified by Decision Making Trial and Evaluation Laboratory (DEMATEL) are introduced. After the IIRs are derived, the relationships between the IIRs and innovation policy tools are derived by Grey relational analysis (GRA). Then, the innovation policy tools are clustered, based upon the Grey grades derived by GRA. Finally, reconfigured innovation policy portfolios are presented for the Taiwanese government's policy definition. The results demonstrate that developing an innovative policy portfolio that includes scientific, technical, educational, public enterprise, information, legal and regulatory, financial, and taxation policy tools will be the most necessary step towards developing Taiwan's SIP Mall industry.

现代建设工程日趋复杂，传统的工程项目管理思想和手段已经无法满足项目业主越来越高的要求，进度、成本和质量管理彼此独立的传统模式导致许多弊端，主要表现在各专业生成的软件信息不能共享、项目参与各方所拥有的知识和经验不能很好地提供项目决策支持。随着管理思想、管理理论、IT技术的飞速发展，运用产品数据建模、软件集成(3D 成本／进度)的思想和方法，对传统管理工具进行变革成为可能。本文引进工程项目集成化管理思想，分析国内外4D技术研究的情况，提出4D建模技术辅助工程项目管理的发展方向和趋势。     

Pandemic risk disclosure in integrated reports: after COVID-19 is hindsight 2020?

We examine whether, and to what extent companies disclosed pandemic risk and likely impact as part of their key risks or material matters immediately prior to 2020. The integrated/annual reports of 489 companies from six global regions were examined, finding that despite clear warnings from multiple fronts that highlighted the inevitability and imminence of a global pandemic, only 15.5 percent of companies disclosed anything related to pandemic risk. Of these, 71.1 percent were boilerplate in nature, providing minimal useful information to stakeholders. This study contributes to our understanding of integrated reporting, specifically regarding the adequacy of the disclosure of material risks.

Testing for unit roots in time series models with non-stationary volatility

Many of the key macro-economic and financial variables in developed economies are characterized by permanent volatility shifts. It is known that conventional unit root tests are potentially unreliable in the presence of such behaviour, depending on a particular function (the variance profile) of the underlying volatility process. Somewhat surprisingly then, very little work has been undertaken to develop unit root tests which are robust to the presence of permanent volatility shifts. In this paper we fill this gap in the literature by proposing tests which are valid in the presence of a quite general class of permanent variance changes which includes single and multiple (abrupt and smooth-transition) volatility change processes as special cases. Our solution uses numerical methods to simulate the asymptotic null distribution of the statistics based on a consistent estimate of the variance profile which we also develop. The practitioner is not required to specify a parametric model for volatility. An empirical illustration using producer price inflation series from the Stock–Watson database is reported.     

Further development and sustainable utilization mode of grassland tourism resources: a case study of Inner Mongolia Autonomous Region, China

Tourism resources are important foundation for the development of tourism industry. Grassland is not only a kind of important resource but also a great attraction to visitors. Therefore, the integrated development and sustainable utilization of grassland tourism resources are of great significance. This paper, based on the analysis of literatures and the current problems existing in grassland tourism, summarizes the speciality of grassland tourism development, deals with the problem of speciality, and raises the modes of regional development, product development and management. This paper takes Inner Mongolia, the famous grassland tourism destination as example and carries out empirical research. Based on the status quo of grassland tourism resources in Inner Mongolia, this study analyzes the character- istics of grassland tourism resources, the necessity and feasibility of integrated development, then proposes the following suggestions: idea for development, mode of development, regional cooperation, tourism products development, espe- cially the three modes of development based on the resources conditions - the mode of relying on market, the mode of combination aggregation and the mode of relying on quality.

An integrated multi-model credit rating system for private firms

This paper presents a integrated credit risk modelling approach for private firms which fulfil 2001 Basel Accord requirements in the case of the adoption of the foundation approach. Our model comprises: (a) a bottom-up technique to initially assess the through-the-cycle one-year Probability of Default (PD) and (b) a top-down approach to refine and calibrate this historical PD in a forward-looking credit risk assessment based on next year’s economic outlook. We present findings from applying this model to a large sample of client firms of the Bank of Rome.
