Public activity in the telecommunications industry has experienced important transformations in the last decade: “reinvolvement” in infrastructure deployment, “innovative” boosting measures, and decentralisation of some decisions. Conceptually, even more important than the measures themselves is the fact that private agents often participate in their realisation and execution. This paper reviews how justifications for public action that would apply to any economic activity area have modelled the public-private relationship in the telecommunications sector. Subsequently, it focuses on the analysis of the new spaces for public-private collaboration that are currently opening up.  相似文献

This paper develops an investment/pricing model for the deployment of basic broadband networks which, along with other applications, is applicable to public–private partnership projects. In particular, a new investment model is suggested to be used for finance deployment over a longer term by enabling both private and public investors to participate in the roll-out of next generation access (NGA) infrastructure. This so-called “long-term risk sharing concept” has several notable benefits compared with the traditional regulatory approach. Above all, the model enables both private operators and public authorities to share the risk of investing in NGA infrastructure. Thus the model offers a way for public authorities to achieve a timely and countrywide roll-out of NGA networks, including in areas where NGA investment would otherwise not occur.  相似文献

A number of regional initiatives have recently revived the Italian broadband sector, although their fortunes vary depending on governance, market and geographical issues. However, all these initiatives jointly succeeded in sparking a heated debate on how public–private interplay can facilitate the deployment of broadband networks in a country still lagging behind European frontrunners such as Denmark, Sweden and the Netherlands. In the light of European Union regulation and recent case law, the paper examines three regional initiatives (Progetto Banda Ultra Larga Lombardia, Trentino Network and Lepida Emilia Romagna) by using the conceptual model on public private interplay developed by Nucciarelli, Sadowski, and Achard (2010). Thereafter, the paper elaborates on initiatives' ups and downs to focus on conditions and trigger events that have made them a success or a failure story. Lessons learnt conclude.  相似文献

The concept of open access (OA) plays a central role in the ongoing academic and political debate on the appropriate regulatory framework for next-generation access networks in Europe. However, clear policy conclusions on the effect of OA regulation were usually precluded by a fundamental lack in common understanding what actually defines an OA policy and along which dimensions of OA regulation can be structured. This paper attempts to reconcile these diverse views by offering a definition and a conceptual framework by which OA endeavors can be identified and uniquely classified. The framework encompasses, among others, mandated OA regulation of vertically integrated firms, public-sector participation, co-investments, and OA in the context of vertical separation. Along this framework, the extant economic literature is surveyed with regard to aspects of competition and social welfare, investment and innovation, as well as practical and legal issues. Based on these insights, a policy guideline is developed that shall assist policy makers in identifying the appropriate OA scenario for the regulation of telecommunications infrastructure.  相似文献

The present study sheds light on the expected factors that would impact the adoption of the Electronic Health Records (EHR) service in Egypt from the demand-side perspective, i.e. the healthcare consumer's standpoint. This empirical study is motivated by the use of EHR in many countries as a method of promoting healthcare services. Another incentive for the present study is to look at EHR as a top layer in the Next Generation of Information Infrastructure (NII). EHR is considered an efficiency-enhancing and cost-effective technology. Moreover, the issue of developing the healthcare sector in Egypt has the attention of government policymakers, who have a comprehensive healthcare and social insurance law that will be discussed in the Egyptian Parliament, in the near future. The study highlights the socio-technical approach used in analyzing the EHR as an eHealth application in Egypt. The underlying theoretical framework of this study implicates the Unified Theory of Acceptance and Use of Technology in the Consumer Context (UTAUT2) model. It also applies an integrated framework of multifaceted perceptions used to explain the expected adoption or behavior of the Egyptian consumer vis-à-vis EHR. The study relies on primary data collected after surveying 559 respondents. Results reveal that determinants of EHR include demographics such as place and gender, but more importantly constructs such as price value, effort expectancy and facilitating conditions are key factors that play a part in the decision made by the Egyptian consumer to adopt EHR technology. Finally, additional insight and recommendations are offered to the policymakers.  相似文献

In September 2016, the European Commission (EC) published its proposal for a directive establishing the European Electronic Communications Code (EECC) – with one key aim being the provision of sufficient incentives for infrastructure investments into high-speed communication networks. Based on a detailed review of the theoretical and empirical literature of the most relevant regulatory measures – that is, co-investment models as well as different types of access regulation – we provide a critical appraisal of the respective provisions in the EECC. We find that, although the EECC can generally be seen as a step into the right direction, the expected effects on investment incentives as well as substantial implementation challenges in combination with a high degree of complexity of the envisaged measures contain substantial potential for improvement.  相似文献

The paper discusses the dilemmas facing European regulators (the European Commission and the national regulatory authorities) over the promotion of investment in Next Generation Access Networks (NGANs). Whereas the US has adopted a deregulatory approach and parts of Asia takes an approach linked to industrial policy considerations, the EU has largely left the process to operators working subject to a framework of regulation of access. While this may be enough to elicit investment where there is competition among networks, the incentives to invest are weaker where there is only one fixed network, as is the case in most of the territory of the EU. In reaching this view, the paper examines the prospects for competition from both wireless and municipal networks. It recommends that steps be taken fully to mobilise incentives to invest in NGANs where there is competition. Elsewhere, it may be necessary to consider a broader range of policies to create conditions for investment.  相似文献

This paper traces the translation processes associated with the mobilization of resources and industrial agency in the development of a next generation mobile network in Korea. To explain the socio-technical dynamics, the sociology of translation is used. The paper provides a story of a translation of strategy and related activities using Callon's four moments of translation. The story illustrates how, during the translation process, 4G strategies have been formed, shaped, and enhanced.It describes the process of technology adoption and developing stories by highlighting the co-evolving nature, diversity, and interface which constitute the next-generation network environment. It provides insight into the Korean mobile environment by offering a socio-technical analysis of 4G development and how it involves the dynamics of industry, regulation, and technology. The study suggests that the sociology of translation may be a promising explication of technological change and innovation.  相似文献
