Finnish polytechnics as providers of knowledge-intensive services

Polytechnics are newcomers in companies' regional innovation environments in Finland. Particularly in regions with no university of their own or with only few knowledge-intensive business services (KIBS) providers, they may become, and in some cases already are, important providers of science-and-technology-related services. The aim of this article is to analyse the roles, possibilities and challenges of polytechnics as public KIBS providers. Also, the position of polytechnics as a tool of Finnish innovation policy will be discussed.     

Accountability and worth: a study of New Zealand's tertiary education institutions

This paper explores the complex web of accountability relationships between New Zealand’s tertiary education institutions (TEIs) and the different forums with which they interact. A brief review of the extensive literature on accountability suggests that previous approaches to this topic have largely adopted the perspective of those forums to which accountability is provided. However, the alternative perspectives of those giving an account provide a more insightful understanding of accountability practices.

More educated,more mobile? Evidence from post-secondary education reform

More educated, more mobile? Evidence from post-secondary education reform. Spatial Economic Analysis. This paper examines the causal impact of the level of education on within-country migration. To account for biases resulting from selection into post-secondary education, it uses a large-scale reform within the higher education system that gradually transformed former vocational colleges into polytechnics in Finland in the 1990s. This reform created quasi-exogenous variation in the supply of higher education over time and across regions. The results based on multinomial treatment effects models and population register data show that, overall, polytechnic graduates have a significantly higher probability of migrating than vocational college graduates, although the estimates vary, for example, by gender, field of study and region.     

Graduate employment: Does the type of higher education institution matter?

The paper analyses whether the type of institution from which students graduate has an impact on their unemployment propensity. It uses official data on the Portuguese higher education system, for 2018, at the program/institution level, which provides information on graduate unemployment, as well as demographic and socioeconomic background information. A fractional probit model on graduates’ propensity for unemployment is estimated. Results suggest that polytechnic graduates face higher unemployment propensity than university graduates, maintaining inequalities present in students’ previous trajectories. Policies targeting socioeconomic segregation need to address not only access to higher education but also the transition to the labor market.
