Mean-Variance Optimal Reinsurance Arrangements

Reinsurance reduces the risk but it also reduces the potential profit. The aim of the paper is to derive optimal, from the cedent's point of view, reinsurance arrangements balancing the risk measured by variance and expected profits under various mean-variance premium principles of the reinsurer. We find that quota share, excess of loss or combinations of excess of loss with quota share are the optimal rules according to a fixed expected gain of the cedent     

我国海洋渔业资源利用中个体理性与集体理性的矛盾及其协调

本文论述了海洋渔业资源中个体理性与集体理性矛盾产生的根源，指出并分析了协调这些矛盾的措施：一是限制渔船的数量，二是采取各种措施恢复海洋渔业资源，三是实施配额捕捞制度。在前述分析的基础上作者提出了完善这些措施的对策和建议。

城乡建设用地指标纵向配置逻辑与执行偏差研究

研究目的：从中央—省—市三层级政府的关系切入,分析中央到省、省到市的纵向指标配置逻辑对指标执行偏差的影响,以期为国土空间规划的指标配置与执行提供参考。研究方法：多元线性回归分析法、面板数据回归分析法。研究结果：（1）中央基于区域均衡偏好往省的指标配置对省级执行偏差的影响没有得到证据支持;（2）省往市的策略性分配能够减轻省级执行偏差,但与经济体量不相符的指标错配会加剧市级执行偏差;（3）省级政府在央地关系中起到承上启下的中间政府作用,中央的指标配置能通过省级的策略性分配来减轻偏差,但省级的指标配置则面临着更少的容错空间。研究结论：在国土空间规划的指标配置与执行过程中,应强化省级政府基于本地信息优势的策略性分配能力,加强指标配置的科学性,此外,应进一步向省分权并制度化,在推动指标高效利用的同时维护中央政策的权威性。     

多联机空调系统工程量清单计价难点剖析

针对多联机空调系统工程量清单计价中遇到的难点,根据现行的GB50500-2013《建设工程工程量清单计价规范》和GB50856-2013《通用安装工程工程量计算规范》,采用案例分析的方法,对多联机系统室内外机组、铜管和分歧器、制冷剂添加、系统调试等项目进行清单列项,并分别套用四川省和广东省两地定额计算得出同一项目应用不同地区不同类别定额时的计价结果,进行了数据分析,提供了解决难点问题的思路和方法。     

Export Growth Slows Down

In November of 2005, China and the U.S. signed a bilateral agreement on textiles, launching the three-year quota control for 21 sorts of textile products. In 2007, the second year for the implementation of the agreement, China＇s textile export to the U.S. underwent several changes.     

Effects of EU dairy policy reform for Dutch dairy farming: a primal approach using GMM estimation

This paper estimates a production function for milk using ageneralised method of moments estimator to avoid the endogeneityproblem. Using the first-order conditions for profit maximisation,the economic effects for individual Dutch dairy farms of the2003 EU dairy policy reform are analysed. With an expected milkprice decrease of 21 per cent, profit decreases on average by22 per cent. EU direct payments compensate for roughly 53 percent of this fall in profit. The profit reduction means that69 per cent of all small farms have negative income from farming,compared with 15 per cent in the initial situation.
