武汉金融安全区模式设计与研究

金融安全与稳定直接关系到一个国家或地区的经济安全与社会稳定。一个地区 ,在突出的支付风险得以逐一化解之后 ,适时启动创建金融安全区工程 ,并以此全面提高金融监管水平 ,实现区域金融业持续稳健发展已经成为当前我们面临的重要课题。本文在论证武汉市开展创建金融安全区的必要性和可行性的基础上 ,提出了构建以武汉金安指数为核心的指标监测体系、具体创建规划以及相应运行规程。     

合作社生猪质量供给困境与治理研究——基于集体行动理论的视角

专业合作社成员在空间分布上呈现出明显的地缘性特征,使得合作社对生猪质量控制具有天然的优势,但仍无法避免成员“搭便车”的困境。文章以奥尔森的集体行动理论为指导,设计了选择性激励、允许成员异质性以及强制措施等治理机制,并通过对金诚众和合作社的案例分析,提出扶持合作社进行生猪品牌建设,提高生猪抽检比例,加强猪肉产品的认证管理等政策建议。     

论我国食品安全监管中的政府道德责任

科学发展观的核心是以人为本,而食品安全问题直接关系公众健康。可以说,食品安全问题是民生问题、是政治经济问题,也是社会科学发展问题。多年来,中国政府不断加强食品安全立法和标准体系建设,健全食品安全监管体系,对食品实行严格的质量安全把关,在国际上加强食品安全的交流与合作,全社会的食品安全意识得到明显提高。但是食品安全问题仍然频频发生,这使人们对中国食品安全监管体制产生了许多的疑问,为什么食品安全得不到保障？是法律不完善,还是制度的缺失？是监管不到位,还是技术力量落后？从监管角度来看,问题的产生主要是由于食品安全事件中暴露出大量伦理问题及冲突,导致监管政府责任的虚化,监管不能有效实施。     

Forces exerted by jumping children: a pilot study

Abstract

This article reports on a pilot study of the loads exerted vertically by children when jumping. The subjects of the study were 17 children, aged from two to twelve years. Measurements were made using video recordings and a force-plate. The influence of the stiffness of the base and of jumping with and without shoes was investigated. Knee flexion, push-off force (thrust) and the ratio between push-off force and body weight (relative thrust) were analyzed. Measurements of the knee flexion showed a certain consistency for each child. The angle of knee flexion during push-off follows a bimodal distribution with maxima at 60^° and 90^°. The results for relative thrust suggest a close relationship between push-off force and body weight.     

Connecting National Safety Nets: The Dialectics of the Basel II Contracting Process

Basel II consists of supervisory guidelines negotiated by representatives of central banks and national regulatory commissions that were members of the Basel committee on Banking Supervision (BCBS). The BCBS is itself a regulatory response to globalization, which is connecting national safety nets in market-driven ways. A country’s financial safety net is a social contract established by short-lived agents for principals in long-lived economic sectors. Restraints placed on the authority of the BCBS members to contract for their principals by domestic politics explains: why Basel II authorizes individual countries to implement the agreement in markedly different ways; why US implementation of Basel II ran into so much doubt, controversy, and delay; and how the implementation debate set small and large banks and the Federal Reserve and other federal regulators against one another.

提高使用功能的简单设计——以滑轨在阳台外晒衣架上的应用为例

针对目前阳台外晒衣架结构不合理及使用不便等缺陷,作者介绍了一种新型的晒衣架的开发,通过采用优质三节滑轨的应用使晒衣架能实现自动伸缩、分段伸缩、伸缩后固定等功能,极大地方便了居民的日常生活。
