Simpler Probabilistic Population Forecasts: Making Scenarios Work   总被引:1,自引:0,他引:1  
The traditional high-low-medium scenario approach to quantifying uncertainty in population forecasts has been criticized as lacking probabilistic meaning and consistency. This paper shows, under certain assumptions, how appropriately calibrated scenarios can be used to approximate the uncertainty intervals on future population size and age structure obtained with fully stochastic forecasts. As many forecasting organizations already produce scenarios and because dealing with them is familiar territory, the methods presented here offer an attractive intermediate position between probabilistically inconsistent scenario analysis and fully stochastic forecasts.  相似文献

We report here spatially explicit scenario interpretations for population and economic activity (GDP) for the time period 1990 to 2100 based on three scenarios (A2, B1, and B2) from the IPCC Special Report on Emissions Scenarios (SRES). At the highest degree of spatial detail, the scenario indicators are calculated at a 0.5 by 0.5 degree resolution. All three scenarios follow the qualitative scenario characteristics, as outlined in the original SRES scenarios. Two scenarios (B1 and B2) also follow (with minor adjustments due to scenario improvements) the original SRES quantifications at the level of 4 and 11 world regions respectively. The quantification of the original SRES A2 scenario has been revised to reflect recent changing perceptions on the demographic outlook of world population growth. In this revised “high population growth” scenario, A2r world population reaches some 12 billion by 2100 (as opposed to some 15 billion in the original SRES A2 scenario) and is characterized by a “delayed fertility transition” that is also mirrored in a delayed (economic) development catch-up, resulting in an initially stagnating and subsequently only very slow reduction in income disparities. The spatially explicit scenario interpretation proceeds via two steps. Through a combination of decomposition and optimization methods, world regional scenario results are first disaggregated to the level of 185 countries. In a subsequent second step, national results are further disaggregated to a grid cell level, taking urbanization and regional (rural–urban) income disparities explicitly into account. A distinguishing feature of the spatially explicit scenario results reported here is that both methodologies, as well as numerical assumptions underlying the “downscaling” exercise, are scenario-dependent, leading to distinctly different spatial patterns of population and economic activities across the three scenarios examined.  相似文献

Land conservation technologies used by farmers are known to play an important role in improving farm incomes and household welfare in the long run. For this reason substantial investments have been made in research to improve agricultural technologies in various parts of the world, from the development of new crop varieties to new practices of land management. This paper explores the impact of land rights among other factors on adoption of soil and water conservation practices. The study further tests for Boserup's hypothesis (correlation between population density, land conservation and property rights) using panel survey data collected from farming households. The key findings of the paper are that property right regimes and population density affect both the decision to conserve land as well as the type of conservation practices used by farmers. The results further suggest a positive correlation between land tenure security and population density, thus supporting Boserup's hypothesis. The findings call for pursuit of both short-term and long-term policy measures that offer incentives for land conservation through government initiatives and participation of local communities.  相似文献

A special feature of China’s housing market is land use rights in the form of land leasehold contracts granted by the government. We consider an equilibrium model in which a representative developer may choose to redevelop existing centrally located housing or to develop new housing at the periphery of the city. We show that as the city grows, the land leasehold system results in the city center being developed less intensely and more land being used on the outskirts of the city when compared to a fee simple environment. Thus, cities in China are likely to be relatively more spread out, with city centers relatively older than would be the case with “fee simple” ownership. Our model suggests that excess residential land use is about 6 percent. In addition, compared with the ownership case, housing supply will grow more quickly in the near future, but more slowly later on during the transition of the Chinese economy. Parallel to the supply growth pattern, equilibrium price grows relative slowly in the near future, but more quickly later on. While we focus on residential uses, we believe our model can be applied to other land uses.  相似文献

The issue of what to promote in total factor productivity (TFP) in urban areas has been widely discussed in academia and housing prices and population density are confirmed to be two of the most essential driving factors. However, research into the interaction of housing prices and population density with TFP has been neglected, with no previous studies taking spatial factors into consideration, which may bias the results. From this perspective, using spatial panel data models and employing instrumental variables to solve the endogenous problem, this study examines the impact of housing prices on TFP through the mediating effect of population density for 283 Chinese cities during the period 2000–2013, and confirms that the mediating effect accounts for 18.70 % of the total effect. The results show the positive and significant association of housing prices with TFP and the inverted U-shape of population density. The underlying logic is that housing prices change population density by attracting people with high purchasing power and discouraging those unable to afford housing, whereas increased density helps to promote productivity since the settled inhabitants always have highly developed work skills and are well educated. The influencing mechanism of housing prices on TFP through population density is analyzed, namely the spillover effect. We find that the spillover effect exists in the eastern and central regions, as well as first, second, and third tier cities, while for western regions and fifth tier cities, population mobility and increased in housing prices slows their economic development. There is no evidence of any spillover effect in fourth tier cities. A discussion and suggested policy implications are also provided.  相似文献

Population aging is an important feature of Japan’s economy, which since 2006 has become a super-aged society. Changes in the age distribution of the population have important macroeconomic implications. Using annual data for 1960–2015, this study tests whether population age shares have long run influences on domestic saving, domestic investment, real GDP, inflation, the fiscal balance, and the current account balance. Cointegration is found between each macroeconomic variable and the demographic variables, which is a key finding of the analysis. The main empirical findings from the long-run cointegrating equations are that the effects of demographic change on the macroeconomic variables are statistically significant and quite strong. Alternative variants of the United Nation’s population projections provide further evidence of the importance of the demographic changes for Japan’s macroeconomic future. This study finds that future trends of key macroeconomic variables are not monotonic, but rather that long swings in the demographic factors produce a mixture of moderate growth periods and episodes of GDP stagnation.  相似文献

The world’s urban population is expected to grow fifty percent by the year 2050 and exceed six billion. The major challenges confronting cities, such as sustainability, safety, and equality, will depend on the infrastructure developed to accommodate the increase. Urban planners have long debated the consequences of vertical expansion—the concentration of residents by constructing tall buildings—over horizontal expansion—the dispersal of residents by extending urban boundaries. Yet relatively little work has predicted the vertical expansion of cities and quantified the likelihood and therefore urgency of these consequences.We regard tall buildings as random exceedances over a threshold and use extreme value theory to forecast the skyscrapers that will dominate the urban skyline in 2050 if present trends continue. We predict forty-one thousand skyscrapers will surpass 150 meters and 40 floors, an increase of eight percent a year, far outpacing the expected urban population growth of two percent a year. The typical tall skyscraper will not be noticeably taller, and the tallest will likely exceed one thousand meters but not one mile. If a mile-high skyscraper is constructed, it will hold fewer occupants than many of the mile-highs currently designed. We predict roughly three-quarters the number of floors of the Mile-High Tower, two-thirds of Next Tokyo’s Sky Mile Tower, and half the floors of Frank Lloyd Wright’s The Illinois—three prominent plans for a mile-high skyscraper. However, the relationship between floor and height will vary considerably across cities.  相似文献
