This work assesses the causal impact of the EU trade preferences granted to the Southern Mediterranean Countries (SMCs) in agriculture and fishery products over the period 2004–2014. It overcomes some of the weaknesses of previous assessments and presents several methodological improvements. Firstly, it relies on a continuous treatment – i.e. preferential margins – to capture the ‘average treatment effect’ of trade preferences, rather than on a binary treatment based on dummy variables. Secondly, it uses highly disaggregated data at sectoral level in order to evaluate properly the preferential treatment. Thirdly, it applies a non-parametric matching technique for continuous treatment – specifically, a generalized propensity score matching. The results show, on the one hand, that the impact of the EU preferences is positive and significant on SMCs trade and is better evaluated using impact evaluation techniques. On the other hand, they demonstrate that the relationship between preferences and trade flows is asymmetric and warn against the risk of providing too much of a good thing. These results raise important issues for policy-making. First, they demonstrate that raising the level of preferences is not the solution to foster the SMCs trade towards EU. Second, that the policy-makers should put more emphasis on complementary factors other than trade barriers.  相似文献

To avoid the current paradoxes of the global agro-food system it is necessary to define and implement a viable agricultural sustainable model, combining satisfaction of food needs and land preservation. A possible solution can be found in a holistic production system consistent with a sustainable development model, designed to satisfy diverse “local” economies. The conservation agriculture (CA) could be a part of this model, as it includes a set of best practices available to preserve agrarian soil and its biodiversity. Briefly, we cover the CA background in Europe followed by the evaluation of its impact in terms of private/public interest, using the sustainability’s metric.To test the viability of a model based on CA in “local conditions”, we compare economic performance of different conservation practices (i.e. minimum and no tillage) to that of conventional agriculture in a typical Mediterranean environment – Collina Materana – in Southern Italy (Basilicata region). Our findings suggest that: i) CA can actually be a viable alternative to conventional systems; ii) in Mediterranean agricultural areas CA has yield advantages especially during dry years, when conservation techniques increase water supply to crops; iii) public support is needed to direct farming choices in fact without financial incentives these practices would be not widely accepted and diffused; iv) European policy makers have to recognized the positive benefits of CA and pay them as ecosystem services in the framework of Good Agricultural Environmental Conditions and the present CAP subsidies.  相似文献

The present study illustrates an indicator of self-contained urban growth derived from official statistics with the aim of verifying if a shift from compactness towards settlement diffusion has occurred in cities with different socioeconomic and morphological characteristics. According to this approach, changes in settlement's distribution and density were assessed in four Mediterranean cities (Lisbon, Barcelona, Rome, and Athens) during 80 years between 1919 and 2001. Results indicated that settlement distribution, building density and self-contained urban growth diverged in the four regions since the early 1980s. However, cities with a compact form showed an higher self-contained growth rate than cities with dispersed form. These findings contrast with the similarity in settlement characteristics, population trends, and spatial organization of economic activities observed during the ‘compact growth’ phase (1950–1980) in all examined regions. Comparative analyses of exurban development through morphological indicators may inform strategies promoting self-contained urban growth.  相似文献

Tourism is perceived as an important source of foreign exchange that is used for financing economic growth. This study offers a modern approach to tourism-led growth and investigates the causal relationship between tourism and economic growth in the European, Asian and African countries that border the Mediterranean Sea. The study uses panel data for the period 1998–2011, and adopts a panel Granger causality analysis developed by Dumitrescu and Hurlin (2012) to assess the contribution tourism makes to economic growth in each country. The results indicate that the direction of causality between tourism and economic growth depends on the country group and tourism indicator. Furthermore, the European countries are better able to generate growth from tourism in the Mediterranean region.  相似文献

Food and nutrition policy in Malta was officially endorsed by Government in the late 1980s. The urgency stemmed from the increasingly preoccupying health situation of the Maltese population characterized by the higher rates of cardiovascular diseases and neoplasms. Although a small island in the central Mediterranean, Malta does not have a diet that is characteristic of the rest of the Mediterranean region. The main aim of this paper is to outline the main characteristics of Maltese food consumption and the constraints encountered in the process of implementing the food and nutrition policy. The final section provides some recommendations that could also be considered in other Mediterranean countries that are in the process of designing or implementing similar policies. On the eve of the 21st century and in light of Malta's eventual accession in the European Union, several fundamental measures still need to be introduced and enforced, the most important being those concerning food safety and quality.  相似文献

Aesthetic view is one of the ecosystem services of the Mediterranean Sea which can be estimated using price differences in the hotel market. Hotels situated on the Mediterranean Sea charge higher prices for a room with a sea view than for a room without it. The value of this view in 10 major Mediterranean regions was estimated in this paper using a hedonic price method. Data on 2819 hotel rooms in high season and 2406 rooms in the low season were collected from Booking.com and fixed effects regression was used to estimate the model coefficients. Hotel room prices were found to be higher by about 10% for a room with a view than for one with no view specification. No significant difference was found between regions or season. These findings lend support to the fact that the view of the Mediterranean is equally valued in all regions.  相似文献

The potential of non-timber forest products (NTFPs) in the Mediterranean region as a source of livelihood and sustainable development has been widely recognized. Yet, surprisingly few efforts have been made to value them comprehensively. Valuation efforts usually focused on selected NTFPs traded on formal markets, at local level. This paper aims to provide comprehensive estimates of NTFPs benefits at national and regional level in the Mediterranean region. Six major groups of NTFPs are identified: firewood, cork, fodder, mushrooms, honey and other NTFPs. Valuation is based on a wide variety of techniques, drawing on official statistics, and supplemented by results of local surveys. It shows that at Mediterranean level, NTFPs provide annual benefits of about €39/ha of forests, accounting for about a fourth of the total economic value of forests estimated by this study. The average estimate for southern countries (€54/ha) is considerably higher than for northern (€41/ha) and eastern countries (€20/ha). The paper reveals the degree of importance of the main NTFPs benefits for the country groups and the region as a whole. It also discusses some reasons of concern when drawing policy tools for improving rural income and forest conservation in the Mediterranean.  相似文献
