The relationship of plantation slavery in the Americas to economic and social development in the regions it was dominant has long been a subject of scholarly debate. The existing literature is divided into two broad interpretive models –'planter capitalism' (Fogel and Engerman, Fleisig) and the 'pre-bourgeois civilization' (Genovese, Moreno-Fraginals). While each grasps aspects of plantation slavery's dynamics, neither provides a consistent and coherent historical or theoretical account of slavery's impact on economic development because they focus on the subjective motivations of economic actors (planters or slaves) independent of their social context. Borrowing Robert Brenner's concept of 'social property relations', the article presents an alternative analysis of the dynamics of plantation slavery and their relation to economic development in the regions it dominated.  相似文献

The paper proposes a broad argument that the end of state–led development from the 1970s coincided with (i) the final wave of major redistributive land reform, and its place within transitions to capitalism, that lasted from about 1910 to the 1970s, and (ii) the beginnings of contemporary 'globalization'. Self–styled 'new wave' agrarian reform in the age of neo–liberalism, centred on property rights, is unlikely to deliver much on its claims to both stimulate agricultural productivity and reduce rural poverty. The reasons are grounded in the basic relations and dynamics of capitalism, and how these are intensified and reshaped by and through globalization. Understanding these processes, with all their inevitable unevenness, requires (i) recognizing that the historical conditions of the 'classic' agrarian question no longer apply, and (ii) developing the means to investigate and understand better the changing realities facing different agrarian classes within a general tendency to the concentration of capital and fragmentation of labour, including how the latter may generate new agrarian questions of labour.  相似文献

The exchange between Brenner and Wood on the Low Countries in the early modern period raises a number of theoretical and historical issues relating to the conditions for the emergence of capitalist social-property relations and their unique historical laws of motion. This contribution focuses on three issues raised in the Brenner-Wood exchange: the conditions under which rural house-hold producers become subject to 'market coercion', the potential for ecological crisis to restructure agricultural production, and the relative role of foreign trade and the transformation of domestic, rural class relations to capitalist industrialization.  相似文献

There is a widespread understanding in critical scholarly literature that the government of Evo Morales is fundamentally challenging the neoliberal order in Bolivia. The empirical record of Morales' first five years in office, however, illustrates significant neoliberal continuities in the country's political economy. At the same time, the most important social movements that resisted neoliberalism prior to Morales' election have been considerably demobilized in its wake. This gives rise to the critique that the Morales government has merely implemented a more politically stable version of the model of accumulation it inherited. This paper draws on recent field research in Bolivia to make a contribution to this broader research agenda on reconstituted neoliberalism. Our focus is twofold. On the one hand, the paper examines the continuities of agrarian class relations from the INRA law at the height of neoliberalism in 1996 to the various agrarian reform initiatives introduced since Morales assumed office in 2006. On the other hand, the paper traces the mobilization of the Bolivian Landless Peasants' Movement (MST) in response to the failure of the 1996 neoliberal agrarian reform, followed by the movement's demobilization after Morales' 2006 agrarian reform initiative. The paper explores this demobilization in the context of agrarian relations that have remained largely unchanged in the same period. Finally, the paper draws on recent reflections by MST members who, to varying degrees, seem to be growing critical of Morales' failure to fundamentally alter rural class relations, and the difficulties of remobilizing their movement at the present time.  相似文献

Considerable research has focused on understanding how upland farmers adjust land‐based livelihoods to the influences of agrarian change in Southeast Asia. In the process, an ‘upland bias’ has emerged where researchers focus narrowly on the uplands as localities with distinct, coherent features, neglecting how families engage place, social relations and ethnicity as they access opportunities in proximate spaces. This paper considers how the Tagbanua – long considered an upland swidden people – have ‘stepped back’ from swidden agriculture due to declining yields and debt to harvest the lucrative grouper (e.g. Plectropomus leopardus). We show how Tagbanua families on Palawan Island have adjusted swidden as they negotiate social relations, ethnic cleavages and economic barriers to effectively engage the grouper industry. Rather than cast such farmers and fishers as ideal types in place, we argue that how they negotiate social relations creates new livelihood opportunities in varied environments, reinforcing the dynamic, recursive context of agrarian change.  相似文献

Within neoliberal development discourse, the poor are represented as entrepreneurial subjects for whom integration into formalized financial systems can facilitate their escape from poverty. This paper examines how the 2010 microfinance crisis in Andhra Pradesh reveals significant fault lines that underlie this narrative. It argues that the crisis of microfinance in Andhra Pradesh needs to be placed within the context of severe agrarian dislocations stemming from the impact of trade liberalization, drought cycles and a transformation of rural social relations. The contradictions are most strikingly represented in increasing rural differentiation and a generalized crisis of social reproduction among land‐poor farmers and landless labourers. A massive influx of microfinance – driven by both state‐operated programmes and private‐sector institutions leveraged with cross‐border financial flows – found a ready clientele among various agrarian classes seeking to bolster consumption and roll over debt in conditions of significant uncertainty and distress. Yet in banking on this vulnerability, microfinance institutions socialized the contradictions of rural Andhra Pradesh and have ultimately been thrown into limbo through the unleashing of political and social forces unforeseen in neoliberal narratives of agrarian change.  相似文献

The presence of agricultural holdings with undefined boundaries (AHUBs) and their heterogeneous geographical distribution questions the supposed hegemony of agribusiness in Argentina. Given the lack of defined boundaries, these holdings generate a communal culture among dwellers, which is reflected in both the strategies of the use of commons and the initiatives for the defence of land in the conflicts between peasants and entrepreneurs. This article describes two counter‐enclosure experiences that were generated and have developed on the bedrock of AHUBs and a communal matrix. Those defence strategies are employed by families that possess the land but have not title to it, being a defence tactic against attempts of eviction. AHUB not only is a new census category that allows us to enhance our knowledge of the rural world but also proposes modes of production that differ from those of the capitalist model, showing possible counter‐hegemonic development alternatives that arise from the practices used in these holdings.  相似文献

As global temperatures increase, does accelerating climate change represent an existential crisis or a manageable challenge for the ski industry? Despite considerable evidence demonstrating the global ski industry is in the early stages of a climate-induced transition, global research on ski industry stakeholder perspectives shows varied levels of climate risk awareness, a focus on future vulnerability, and limited engagement in adaptation. Within North America, research has focussed on the physical climatic impacts to ski operations and possible skier responses, yet there lacks insight into industry perceptions on current and future climate vulnerability. This study fills this important knowledge gap using a Delphi survey to engage 52 leaders from across the continent in a dialogue on strategic climate responsiveness. Results demonstrate North American ski industry leaders’ climate risk perceptions range widely, and opinions diverge over if or how to respond at both an industry and destination scale. Simultaneously, industry experts believe mountain tourists increasingly value nature-based activities, place-bound products, and corporate responsibility. Analysing industry leaders’ responses through Enlightened Stakeholder theory highlights how aligning supply-side environmental management with demand-side tourist experiences may create opportunities for new partnerships, innovations, policies, and strategies needed to achieve climate-resilient and sustainable futures.  相似文献

This paper tackles the broad issue of agrarian contracts, property rights and conflicts in the context of rural Côte d'Ivoire. Since the beginning of the 2000s, a new type of contractual arrangement has been developing rapidly: the ‘Plant & Share’ contract. Through such a contract, a landowner provides the land to a farmer who develops a perennial tree crop plantation; when production starts, the plantation, the plantation and the land, or the product is shared. The aim of the paper is to discuss the conflictive features of the arrangement. I argue that this contract, in spite of its potential for tensions and conflicts, constitutes an alternative to the much more conflictive land sales that currently dominate extra‐familial land transfers in the country.  相似文献

Agroecology has become a powerful alternative paradigm for rural development. In contrast to conventional approaches, this paradigm shifts the emphasis from technology and markets to local knowledge, social justice and food sovereignty, to overcome rural poverty and environmental degradation. However, the spread of this approach faces several obstacles. This paper deals with one of these obstacles: the ‘preference’ of smallholders for industrial farming. We specifically analyse the widespread uptake up of oil palm by smallholders in Chiapas. Contrary to agro‐ecological assumptions, oil palm proved favourable to smallholders in Chiapas because of historical and contemporary state–peasant relations and the advantageous economic circumstances within the oil palm sector. Based on this research, we identify four challenges for agroecology: (i) the existence of contradictory interests within the peasantry as a result of social differentiation; (ii) the role of the state in making conventional development models relatively favourable to smallholders; (iii) the prevalence of modernization ideologies in many rural areas; and (iv) the need for this paradigm to acknowledge smallholders' agency also when engaged in industrial farming. These challenges need to be tackled for agroecology to offer viable alternatives in a context of agro‐industrialization.  相似文献
