This paper demonstrates howadditional rents are generated in a fisherycharacterized by intraseasonal variation infish characteristics, including size,condition, and composition. Based on anexpanded conceptual model of the optimalharvest rule, fish characteristics affect preand post harvest production yields and outputprices. A dynamic empirical model, which uses asystem of quality characteristics and anhedonic equation, illustrates the complexrelationships and management choices associatedwith internalizing seafood qualitycharacteristics in a hake fishery. The modelretains the regulated open access managementsystem, but controls intertemporal andintersectoral quotas, production portfolios,and total allowable catch. Results demonstratethat including revenue-side effects frominternalizing fish quality can generatesignificantly greater rents and reduce therelative benefits of increased productionyields. If excluded, bioeconomic models canunderestimate the level of regulatory rentdissipation and overemphasize managementobjectives such as full utilization, whichcould misdirect processing decisions and resultin a suboptimal resource management plan.Implications for data collection,multidisciplinary analysis, and improvements inmarine resource management are discussed.  相似文献

Overfishing and excess capacity in mostfisheries around the world have generated considerableand increasing concern about their biological and economic performance ramifications. Theseproblems, in part, stem from substantialinvestment in technical improvements to boats andequipment in fishing fleets, which exacerbatesexcess fishing capacity and low returns tofishing effort and investment, given regulatoryand biological constraints. However, little attempt hasbeen made to quantify the extent or effects oftechnical change in fisheries. In this paper, we usedetailed data on innovation patterns for 19vessels in the Sète trawl fleet of southernFrance to evaluate the contributions oftechnical change to catch rates. We find thatembodied technical change enhanced productivity by approximately one percent per year between 1985 and 1999, but that external (disembodied) events counteractedthis trend, causing a net output decline ofabout three percent per year.  相似文献

海洋养殖资源资产的流失已成为制约养殖业发展的重要因素之一。本文通过对养殖资源及养殖资源资产流失的界定,在资源所有者的所有权受损和海域低效利用基础上提出流失量价值即为海洋养殖资源资产价值与国家养殖资源资产总收益的差值,并将海水资源价值、环境成本价值和养殖成本价值作为养殖资源资产的总价值。  相似文献

The role of production technology for sustainable economic growth and resource management in the multispecies renewable resources industries is a neglected issue, particularly in complex tropical ecosystems. Given the still rudimentary understanding of biological interactions among species, even in most temperate ecosystems, the importance of under-standing the technological and economic interactions is heightened for sustainable economic growth and public regulation. This paper evaluates these interactions for the multiproduct gill net fisheries of Peninsular Malaysia. Standard price and quantity controls may have little promise. Gear regulations, a policy of constant escapement, and managing the entire mix of species as a single stock for economic rather than biomass yield appear the most promising management tools given the limited regulatory options.  相似文献

本文在简要介绍投入—占用—产出系数表的基础上,给出了考虑固定资产占用的资源乘数计算公式。然后,以青岛市为例,研究了青岛市的海洋鱼类资源乘数。结果表明,1997年青岛市渔业部门的海洋鱼类资源乘数,考虑固定资产占用比不考虑固定资产占用有明显增加;考虑经济系统对生态系统的影响比仅考虑生态系统对经济系统投入时的资源乘数也有所增加;进一步考虑生态系统内部各成分之间的联系时,资源乘数又有所增加。  相似文献

Consider an offshore fishing grounds of size K. Suppose the grounds has been overfished to the point that net revenue has been driven to zero and the fishery is in open access equilibrium at (X, Y). A marine sanctuary, where fishing is prohibited, is then created. Suppose the marine sanctuary is of size K2 and that fishing is allowed on a smaller grounds, now of size K1, where K1 + K2 = K. In the first, deterministic, model, the present value of net revenue from the grounds-sanctuary system is maximized subject to migration (diffusion) of fish from the sanctuary to the grounds. The size of the sanctuary is varied, the system is re-optimized, and the populations levels, harvest, and value of the fishery is compared to the 'no-sanctuary' optimum, and the open access equilibrium. In the deterministic model, a marine sanctuary reduces the present value of the fishery relative to the 'ideal' of optimal management of the original grounds. In the second model net growth is subject to stochastic fluctuation. Simulation demonstrates the ability of a marine sanctuary to reduce the variation in biomass on the fishing grounds. Variance reduction in fishable biomass is examined for different-sized sanctuaries when net growth on the grounds and in the sanctuary fluctuate independently and when they are perfectly correlated. For the stochastic model of this paper, sanctuaries ranging in size from 60 to 40% of the original grounds (0.6 K2/K 0.4) had the ability to lower variation in fishable biomass compared to the no sanctuary case. For a sanctuary equal to or greater than 70% of the original grounds (K2 0.7K), net revenue would be nonpositive and there would be no incentive to fish.  相似文献

海洋旅游是重要的海洋经济类型,加强海洋旅游相关研究是服务中国海洋强国战略的基础性任务。本研究选取中国学术期刊网络出版总库收录的619篇中文文献为样本,系统分析中国海洋旅游研究脉络。研究发现,1992—2021年中国海洋旅游相关研究成果数量呈“起步探索、陡状攀升、波动回落”的变化特征,经历了以海洋旅游环境要素和资源价值评估为主的资源导向与孕育探索阶段(1992—2002年),以多元议题拓展和集成方法创新并重的产业导向与全面推进阶段(2003—2010年),以及同国家发展需求联系紧密、实践应用不断丰富的战略导向与深化拓展阶段(2011—2021年);研究热点集中在海洋旅游理论内涵与研究范畴、资源开发与评价、社会与经济影响、资源环境与可持续发展、目的地开发与管理等5个方面。立足新时期中国海洋旅游理论发展与实践需求,未来应重视学科交互融合、技术手段集成和数据平台建设,提升理论研究同国家战略驱动、地方现实需求和行业实践发展的适配性,为推动中国海洋旅游高质量发展提供理论与决策指导。  相似文献

Collective self-governance is gaining attention in the literature for maintaining the quality of key attractions and promoting sustainable tourism. The long-term success of collective self-governance is dependent on both its internal organization and its embeddedness in external state and non-state regulations. This paper presents the marine community concept, consisting of a policy and a user community, as a framework for investigating the internal and external dynamics of collective self-governance and its ability to steer toward sustainable cruise tourism. As methodology, a case study design was chosen which was primarily studied by means of interviews with a spectrum of relevant actors concerning expedition cruise tourism at Svalbard. By applying the marine community to Svalbard expedition cruise tourism governance, we draw the following conclusions: (1) collective self-governance complements governmental regulation through access to knowledge, conflict resolution and rule-compliance based on disclosure, traceability and trust; (2) collective self-governance's increasing role in the policy community alienates the expedition crew from the user community; and (3) informational overflow by co-existence of collective self-governance and state-governance challenges sustainable cruise tourism. Collective self-governance would, therefore, benefit from reflection, especially regarding the role of the user community that functions as an intermediary between state and self-governance regulations.  相似文献
