Important changes have happened to the upstream segment of the coffee sector in Ethiopia - Africa’s biggest - in the last decade, as illustrated by the increasing adoption of improved production, harvest, and post-harvest practices. Upstream marketing has also improved and there have been large investments in processing capacity, shown by the extended coverage of wet mills. These improved practices are shown to be associated with positive impacts on coffee productivity and prices. Changes appear to be linked with multiple factors including local market reform, greater presence of public extension agents, high international prices, and a push for certification by international buyers. On the other hand, a combination of production (lack of improved seedlings, weather and disease shocks) as well as institutional issues (saving constraints and lack of vertical integration and traceability) have seemingly impeded more widespread uptake of improved practices and therefore better farm performance. The study illustrates the significant complexity in obtaining transformation at the farm level in these settings.  相似文献

Renewed emphasis on programs and policies aimed at enhancing food security has intensified the search for accurate, rapid, and consistent indicators. Measures of food security are urgently required for purposes of early warning, assessment of current and prospective status of at-risk populations, and monitoring and evaluation of specific programs and policies. Different measures are often used interchangeably, without a good idea of which dimensions of food security are captured by which measures, resulting in potentially significant misclassification of food insecure populations. The objective of this paper is to compare how the most frequently used indicators of food security portray static and dynamic food security among the same sample of rural households in two districts of Tigray State, Northern Ethiopia. Seven food security indicators were assessed: the Coping Strategies Index (CSI); the Reduced Coping Strategies Index (rCSI); the Household Food Insecurity and Access Scale (HFIAS); the Household Hunger Scale (HHS); Food Consumption Score (FCS); the Household Dietary Diversity Scale (HDDS); and a self-assessed measure of food security (SAFS). These indicators provide very different estimates of the prevalence of food insecurity, but are moderately well correlated and depict generally similar food security trends over time. We suggest that the differences in prevalence estimates, and in some cases the weaker than expected correlation, can be explained in three ways. First, the indicators differ in the underlying aspect of food security they attempt to capture. Second, each indicator is likely only sensitive within a certain severity range of food insecurity and these ranges do not always overlap. Third, categorization of the prevalence of food insecurity is strongly dependent on the choice of cut-off points. For valid reasons, “food insecurity” has no accepted gold standard metric against which individual indicators can be gauged, though without one it is difficult to say which indicator performs “best” in correctly and reliably identifying food insecure households. The implication is that using more than one indicator is advisable, and policy makers should be aware of what elements of food insecurity each indicator portrays.  相似文献

We examine the relation between intra-group trust and monitoring in a patriarchal society, and how this relation affects workgroup performance. Data were collected from 352 women who were members of 72 female workgroups in Addis Ababa by means of field experiments and a survey. The data are analyzed using multiple mediation analysis. We find that intra-group trust needs time to develop, and that trust is higher in workgroups with more monitoring. The positive relation between monitoring and trust might be explained by women’s ambition to overcome disempowerment and negative gender stereotypes. The results also indicate positive effects of intra-group trust and monitoring on workgroup performance, and that the effect of monitoring runs through its relation with trust. The last finding stresses the importance of monitoring for developing intra-group trust in these female workgroups.  相似文献

Ethiopia has implemented one of the largest, fastest and least expensive land registration and certification reforms in Africa. While there is evidence that this ‘first-stage’ land registration has had positive effects in terms of increased investment, land productivity and land rental market activities, the government is now piloting another round of land registration and certification that involves technically advanced land survey methods and computer registration. This ‘second-stage’ land registration differs from the registration system employed in the first round that used field markings in conjunction with neighbors’ recollections to identify plot borders. We use panel data from 600 households in southern Ethiopia to investigate household perceptions of and demand for such a new registration and certification. Our study revealed relatively low demand and willingness-to-pay (WTP) for second-stage certificates. The WTP also decreases significantly from 2007 to 2012. Our findings indicate that farmers do not believe that the second-stage certificate enhances tenure security relative to the first-stage certificate except in instances in which first-stage certification was poorly implemented. The demand for second-stage certificates appears to come primarily from governmental authorities, as it can provide a better basis for land administration and produce accessible public documentation of land-related affairs.  相似文献

Rural households in the semiarid Northern Ethiopian highlands are net buyers of food. Crop failure due to erratic and unpredictable rainfall occurs frequently and leads to food shortages and income shocks. The renting out of land may be one of the coping responses of households exposed to shocks. We developed a theoretical household model for poor landlord households capturing their contract choice response to downside production shocks. We tested econometrically whether contract choice may depend on poverty, capital constraints, production risk and random shocks. The multinomial logit model estimates show that poor households experiencing random shocks are more likely to choose fixed‐rent contracts as a distress response to shocks, suggesting that fixed‐rent contracts may be used to meet immediate needs, but at the expense of future incomes. We also found that fixed‐rent contracts are preferred when ex ante production risk is low, while sharecropping is more likely where production risk is high. Finally, we found an indication that the choice of a fixed‐rent contract as a coping response to shocks comes as a last resort after all other means of coping are exhausted.  相似文献
