本文通过对《淮南子》的研究,说明了管理的一种"无为而无不为"的思想。贯彻这个思想,领导者首先需要隐藏自己,然后要无欲,最后还需一种处后的精神。本文研究的另一个重点就用人,充分根据特点利用下属、用健全的制度选拔人才是《淮南子》的任用之道。在对待下属方面《淮南子》强调不要过分干预下属,只要下属不出错领导就应该满意,对小事严格要求这几种基本观点和赏罚谨慎。《淮南子》最后要求领导者需要有谨慎、诚心、保护自己这三种基本素质。  相似文献

Many studies refer to the importance of farmers' markets for both food producers and for visitors. For producers, the ability to obtain higher returns and/or market part of their produce as value‐added products can be strong incentives, while for consumers benefits include having access to fresher, often tastier foods or simply visiting as a social activity. Relatively few studies, however, explore visitors' needs and wants with regards to their farmers' market experience, that is, from visitors' perspective. The present study explores this dimension, comparing visitors' views in two different farmers' markets, one recently developed (since 2009) in a rural area vs. one already established (since 2004) in a university town (urban area). A total of 356 farmers' market visitors participated in the study. Respondents' comments from the two different farmers' markets are very much in agreement in the context of their needs and wants. Primarily, visitors want more product variety, an extended season, that is, not only limited to the summer season, and more vendors. The fact that more than half of the respondents regularly visit farmers' markets demonstrates their need and interest in locally produced foods. Given such strong interest, the potential for beneficial producer–consumer interactions in the sites studied appears to be enormous. Furthermore, farmers and other food producers have an ideal opportunity to increase the interest of consumers, ‘convert’ them to their foods and realise important benefits in the process. The overall findings also suggest opportunities for the establishment of other farmers' markets in a state (Alabama) with a long agricultural tradition.  相似文献

This paper proposes a genealogy of the concept of merit wants coined by Richard A. Musgrave in his Theory of Public Finance (1959). The concept of merit wants can only be understood as a complement to the concept of public goods. I suggest that Musgrave invented the concept to apprehend some considerations that have been left out in the process of consolidation of the concept of public good. The narrow definition of the latter could not account for important state responsibilities that have been asserted by many economists.

I attempt to reconstruct Musgrave's intellectual background. First, I select examples of arguments for state intervention from authors influential in Musgrave's formative period (J.S. Mill, H. Sidgwick, E. Sax, H. Ritschl, G. Cassel, A. Wagner). Second, I argue that the invention of the concept in the 1950s reflected contemporary concerns for redistributive policies. I show that critics of the New Welfare approach (G. Colm, A. Hansen, W. Heller, H. Bowen) have held similar views, which were also in line with the liberal policy spirit of the post-war era in the United States.  相似文献

Summary. The monetary character of trade, use of a common medium of exchange, is shown to be an outcome of an economic general equilibrium. Monetary structure can be derived from price theory in a modified Arrow-Debreu model. Two constructs are added: transaction costs and market segmentation in trading posts (with a separate budget constraint at each transaction). Commodity money arises endogenously as the most liquid (lowest transaction cost) asset. Government-issued fiat money has a positive equilibrium value from its acceptability for tax payments. Scale economies in transaction cost account for uniqueness of the (fiat or commodity) money in equilibrium. Abstract

In his Theory of Public Finance (1959), Musgrave invented the concept of merit wants to describe public wants that are satisfied by goods provided by the government in violation of the principle of consumer sovereignty. Starting from Musgrave’s mature discussion (1987), I construct two categories to classify the explanations of merit goods. The first strand of thought attempts to justify merit goods within the New welfare economics, by modifying its assumptions to accommodate irrationality, uncertainty, lack of information, and psychic externalities. The second category encompasses more radical departures from consumer sovereignty, drawn from philosophical critiques of economics. In the third part of the paper, I argue that the two strands might be represented by a non-individualistic social welfare function. I also show how this solution echoes Musgrave’s early views on public expenditures before he coined the concept of merit wants. From an historical perspective, the survival of the concept highlights the persistence of a social point of view in welfare economics.  相似文献

Sustainability is one of the most contested ideologies of our time because everyone acknowledges that it must occur but no one can agree on what needs to change in response. This is unsurprising, because objecting to the goal of sustainability is like objecting to other inherently good goals like peace or freedom. Responses to sustainability exist on a long continuum, with some interpreting sustainability to mean conservation-at-all-costs and reduced economic growth, while others suggest that the market will ensure sustainable outcomes eventually result. Further, sustainability can be easily manipulated to justify predetermined outcomes. There are, indeed, a multitude of conceptual and pragmatic challenges to operating on sustainability, particularly when the scale shifts from a global goal to local action. Using the application of sustainability to affordable housing in Australia as a case study, this article argues that rather than limiting sustainable outcomes, the existence of the sustainability debate which focuses on the many challenges is a positive indicator that sustainability may be attainable.  相似文献

The extant research relates to what the Millennial generation prefers in their meetings and events. The focus of this paper is to compare the wants and needs of Millennials from five different continents to ascertain similarities and differences. This is the largest study ever done of Millennials with regard to meetings and events. While some differences were uncovered, it was found that Millennials are a very homogeneous group. Thus, event professionals can use similar strategies when targeting this group. However, it was also found that there were some differences in specific areas and event professionals would do well to ascertain their mix of attendees by national origin and then apply the most significant findings of the research at hand.  相似文献

Abstract

On the basis of F.B.W. Hermann's Staatswirthschaftliche Untersuchungen and of major German, Austrian and Swedish contributions to public economics, two specific claims with regard to the Germanic influence in the development of public expenditure theory are put forward in this paper. It is contended that the German achievements concerning the conceptual clarification of public goods are: (i) important as conceptual ingredients of the modern ‘micro-based’ theory of the public sector: (ii) less closely linked to some historical and intellectual German Sonderweg (culminating in historism, a collectivistic view of social entities and a mystical glorification of the State) than is often suggested.

It is argued that these achievements rather were to a large extent inspired by the more cosmopolitan tendencies in German thought. An important influence is Kantian liberalism. Kant construed a kind of foundational interdependence between the public and the private sector. This prepares the ground for a framework of complementary institutions instead of explaining public institutions in terms of a market failure-perspective based on non-excludability: the view developed in German Idealism gives non-rivalry the pivotal role: the explanation of public institutions systematically hinges upon the existence of goods, the benefits of which are necessarily universal and hence are necessarily made available in a non-rival mode.  相似文献
