Abstract

Many small-scale irrigation systems are characterized by low yields and deteriorating infrastructure. Interventions often erroneously focus on increasing yields and rehabilitating infrastructure. Small-scale irrigation systems have many of the characteristics of complex socio-ecological systems, with many different actors and numerous interconnected subsystems. However, the limited interaction between the different subsystems and their agents prevents learning and the emergence of more beneficial outcomes. This article reports on using Agricultural Innovation Platforms to create an environment in which irrigation scheme actors can engage, experiment, learn and build adaptive capacity to increase market-related offtake and move out of poverty.  相似文献

Globalization is associated with pressures and conflicts over natural resources, with migration, urbanization and development. The analyzes these phenomena focusing the Lower Basin of the Zambezi River in Mozambique where external demand over natural resources have been associated with huge projects on transport infrastructures, coal mining and agroforestry, somehow correlated with recurring conflicts. The approach proposes and uses a regional development model that highlights the impacts of the spatial allocation of property rights on income and migration. Results show the importance of resources ownership in the spatial profile of development and social unrest.  相似文献

This article examines the transition to prepaid electricity happening in Maputo, Mozambique, in order to reflect on the contemporary geographies of urban energy infrastructure and urbanization in sub‐Saharan Africa and other cities of the South. The article draws on fieldwork and archival research conducted in 2013 and 2014, arguing that prepayment constitutes a productive juncture in the urban experience of electricity infrastructure in Maputo's postcolonial moment, not merely a neutral technology or a disciplining technique of government (as argued by some scholarship). The article examines the multiple rationalities implicated in the use of the electricity infrastructure via prepayment and the organization of urban life it engenders (and of which it is also a product) by focusing on the everyday practices surrounding prepaid electricity of urban dwellers in neighbourhoods where the ‘modern infrastructural ideal' may never be fully realized. As a result, it contributes to an understanding of the experience of urban energy in cities where ‘slum urbanism', uncertainty and provisionality are dominant aspects of the urban condition.  相似文献

Mozambique’s tourism sector could play a key role in the country’s socio-economic development, especially in the region of Cabo Delgado where the demand for tourist services is expected to increase. Nonetheless, several constraints (e.g. the lack of adequate training) are hindering the capacity of local people to take full advantage of this opportunity. Qualitative research has been performed in order to align vocational training programmes with the needs of the emerging tourism sector. Local and foreign key informants were interviewed in order to gain a better understanding of training needs and to gain insights into developing training programmes that can enhance local people’s employability. The main findings highlight the lack of symbolisation of tourism and its correlates from local communities. Therefore, rather than just delivering technical skills, training programmes should also promote a ‘culture of tourism’ and a more favourable attitude towards ‘working in the tourism sector’.  相似文献

This study analyses profitability in terms of relationships between various aspects, indicators and cash-crop cultivation preferences. Both financial and pragmatic aspects of profitability were found to be related to cash-crop preferences. Apart from the need to promote a crop with a good farm gate price and to reduce production and marketing costs, promoters need to strengthen the wider system by supporting profitability as well as household consumption requirements. The correlation between indicators of expected profitability improved as more financial and pragmatic aspects were incorporated. Smallholder farmers' rankings of profitability correlated better with cash-crop preferences when the analysis incorporated more aspects of profitability. In addition, the results indicated the institutional support needed to improve the profitability of cash crops. This simple method of identifying smallholder preferences for one cash crop among many is of paramount importance in the design of strategies for improving agricultural market participation.  相似文献

All countries, especially developing countries with limited financial resources, face difficult decisions in prioritising public funds for investment projects in the face of multiple demands in order to achieve strategic public goals. Effective investment often requires coordination between different institutions and the management of political pressure to divert investment in support of private interests. It also requires the identification of appropriate sources of funds for different purposes. The preparation of an integrated infrastructure investment plan (IIIP) that uses structured approaches to review investment proposals has been suggested, and adopted in some cases, as an instrument to address these challenges and bridge the gap between national planning and sectoral budgeting. This article considers the experience of Mozambique in deploying an IIIP as well as some recent events and concludes that the instrument may be helpful as part of a system of investment planning and allocation but that it has significant limitations.  相似文献

This paper undertakes an investigation of agricultural public investments in Mozambique, drawing on insights from qualitative field interviews conducted in Mozambique, secondary data analysis and examination of the existing empirical literature, and by situating these insights within a political economy conceptual framework. We explore the driving factors behind the amount and allocation of public funds to agriculture, and behind the differential attention that various types of public investments receive in the process of making decisions on resource allocation. Agricultural public investments are more likely to be made that have two key features: higher attributability to politicians and donors of the output of public spending, and a shorter lag time between expenditures incurred and outputs produced. Evidence on geographical targeting of agricultural public funds corresponds more closely with theories suggesting that resources are used to sway communities opposed to the ruling party, rather than to reward political supporters. Examination of the effect of actors' and organisations' incentives and constraints on resource allocation in agriculture points to the importance of not treating “government,” “the ruling party” and other institutions as monolithic bodies; the paper instead highlights how differentiated interests within seemingly coherent institutions drive what gets public expenditure attention in the agricultural sector.  相似文献
