Advocates of public‐private partnerships (PPPs) argue that they can deliver public infrastructure more efficiently than traditional procurement through timelier completion and superior value for money. Despite these claims comparative analysis of the performance of both procurement methods has received scant attention in the PPP literature to date. This paper addresses this issue by providing an in‐depth, case‐based comparison of PPP versus traditional procurement in the schools sector in Ireland. Through detailed semi‐structured interviews with key stakeholders and an examination of the available documentation, we assess whether the key objectives of using PPP have been achieved. Overall, we find no evidence that PPP leads to faster delivery of infrastructure when the overall procurement process from contract notice to delivery is accounted for. In addition, we find only limited evidence to suggest that PPP results in better value for money. 相似文献

ABSTRACTWe present a group dynamics model that shows knowledge integration as a process occurring over time. As each individual in the group contact others, his own knowledge changes, and over time the collective knowledge is obtained. This allows modeling knowledge diffusion in a social network and while the models presented in this paper are not competitive in that area, they approach the problem from previously unconsidered direction. We test the behavior of the model in a multi-agent simulation and we test a simple advertisement campaign in a social network. Models that link ecological responses to hydrologic changes are important for assessing the effects of flow regulation on aquatic and riparian ecosystems. Based on the Recruitment Box Model, a graphical model used to prescribe environmental flows for cottonwood (Populus spp.) recruitment, we designed a simulation model to represent the influence of river flow dynamics on seedling recruitment of riparian pioneer woody plants. The model simulates the influence of temporal patterns of river stage on dispersal, germination, initial recruitment and over‐winter survival of first‐year seedlings of riparian pioneer shrubs and trees. We used the model to simulate seedling recruitment patterns for five species (Acer saccharinum, Betula nigra, Populus deltoides, Salix nigra and Salix exigua) on the Wisconsin River (Wisconsin, USA) under three flow scenarios: historic (1935–2002), simulated natural (1915–1975) and simulated regulated flows (1915–1975). Simulation results agreed well with field‐observed relative differences among years (1997–2000) in seedling densities for the five focal species. Simulated successful recruitment years were highly synchronous among species, but species differed in their sensitivity to flows at different times during the growing season, consistent with among‐species differences in seed dispersal timing. Comparison of simulated natural and regulated flows for 1915–1975 showed that flow regulation decreased monthly flow variability, increased late summer to winter baseflow and reduced the magnitude of spring peaks. Simulated recruitment and over‐winter survival of tree seedlings of all species was enhanced under the regulated flow scenario, likely due to increased summer baseflow and reductions in peak flood magnitude. Our analyses show the utility of extending the Recruitment Box Model to include multiple species of riparian shrubs and trees, and the effects of post‐colonization flows on their recruitment success. However, some key functional relationships between flow patterns and woody seedling demography (e.g. shear stress thresholds for seedling mortality) have not been adequately quantified and merit further study. Selecting the most promising candidates to fill an open position can be a difficult task when there are many applicants. Each applicant achieves certain performance levels in various categories and the resulting information can be overwhelming. We demonstrate how data envelopment analysis (DEA) can be used as a fair screening and sorting tool to support the candidate selection and decision-making process. Each applicant is viewed as an entity with multiple achievements. Without any a priori preference or information on the multiple achievements, DEA identifies the non-dominated solutions, which, in our case, represent the “best” candidates. A DEA-aided recruiting process was developed that (1) determines the performance levels of the “best” candidates relative to other applicants; (2) evaluates the degree of excellence of “best” candidates’ performance; (3) forms consistent tradeoff information on multiple recruiting criteria among search committee members, and, then, (4) clusters the applicants. 相似文献

The Graph Model for Conflict Resolution is a flexible methodology for systematically studying strategic conflicts in the real world, and is therefore a natural tool for negotiation support. The basic definitions underlying the graph model are reviewed, and the techniques for analysis and interpretation are discussed. The modeling and analysis of a case study, an international trade negotiation concerning the export of Canadian softwood lumber to the United States, are used to demonstrate the practical application of the Graph Model for Conflict Resolution as a negotiation support tool. The modeling and analysis is carried out using the GMCR software system. The ability of the Graph Model for Conflict Resolution to provide insights and advice to negotiators is emphasized. 相似文献
