Bouncing Back from Extreme Weather Events: Some Preliminary Findings on Resilience Barriers Facing Small and Medium‐Sized Enterprises

Extreme weather events (EWEs) pose unprecedented threats to modern societies and represent a much‐debated issue strongly interlinked with current development policies. Small and medium‐sized enterprises (SMEs), which constitute a driving force of economic growth, employment and total value added, remain highly vulnerable to and ill prepared for such environmental perturbations. This study investigates barriers to SMEs’ resilience to EWEs in an attempt to shed light on enabling factors that can define effective organizational responses to non‐linear environmental stimuli. Relying on structural equation modeling and data gathered from 109 SMEs that recently experienced EWE impacts, we link the general concept of SMEs’ resilience barriers to EWEs with a series of elements to determine specific internal and external factors that contribute the most to EWE resilience. In particular, external barriers of institutional conditions and mechanisms of support and guidance as well as internal barriers of resources and managerial perceptions are found to be the most critical ones in determining resilience. The assessment offers essential research evidence for practitioners on SME management and sets forth linkages with current mechanisms for policy interventions towards an appropriate resilience agenda for SMEs. Complex Network of Aviation E-Services in the Belt and Road Initiative: A Heuristic Study of Small Data based on Block Modeling

ABSTRACT

The aviation e-service system is an important part of support for business communication in regions covered by Belt and Road initiative. In exploring the role of airline companies in this system, we examine the structure of the network, which consists of airlines interconnections based on small data of individual attributes of aviation companies in aviation e-services, and study these interconnections across different groups using block modeling. The heuristic solution of airline companies in development of international communication and cooperation is further discussed. Among our policy implications for global managers, we suggest the enhancement of cross-regional cooperation among airlines.

The Small Business Capital Market Behavior in Athens Stock Exchange

Financing small and medium enterprises (SMEs), especially business investments and growth, is a composite and particular complicated affair in the Greek entrepreneurial reality. This paper examines the significance of secondary capital markets, as an alternative source of financing small-medium enterprises’ new entrepreneurial plans. Cointegration technique is applied to test the relationship between the secondary capital market and the dominant sectors in Athens Stock Exchange (ASE). Causality tests are also used to provide evidence on the existence of interdependence between the cointegrated series. The results indicate that there is significant uni-directional causality between primary and secondary capital market in Greece, enhancing us to suggest valuable policy implications.      

嵌入式Web服务器在中小水电信息采集系统中的应用

中小水电站大多数建在偏远山区，并网管理难度非常大，解决中小水电站的信息传输是主要的技术难点之一。随着计算机技术的发展，嵌入式Web服务器技术在远程监控和实时通信系统中的应用越来越广泛。将Web技术引入中小水电站信息采集系统中，可以实现对中小水电站基于浏览器方式的远程监控。文中结合中小水电站通信结构，介绍了嵌入式Web服务器技术在中小水电站信息采集系统中的应用。     

小型水电站联网改造应注意的几个问题

针对铜鼓县小水电站联网时存在的问题及其不利影响进行了分析，井提出了改进途径，指出小水电站的联网改造应立足安全，争取效益。     

川中丘陵区一种新型小流域径流输沙模型的建立与应用

径流输沙模型对定量评价水沙的输出响应具有重要的意义。本研究在已有研究成果的基础上，通过对四川盐亭县林山西沟小流域的径流、泥沙进行现场观测与分析，提出含沙量单位线的定义及其确定方法，建立了适应该小流域的径流输沙模型。并应用实测资料进行比较，表明模型的模拟结果可靠，模拟过程确定性系数达0．8以上，为川中丘陵区小流域径流输沙过程的预测预报提供了一个新方法。     

加强中小企业财务会计管理工作的探讨

中小企业对我国国民经济的发展起着重要的作用,然而中小企业的财务会计管理工作却存在人才缺乏、机制不健全等问题。针对这一问题,本文提出了加强中小企业的会计核算与财务管理工作的对策。     

Analysts' Forecasts and the Broker Relationship

Analysts' ability to forecast earnings per share has been the subject of considerable debate. A concern highlighted in previous research is the agency problem which may arise when analysts have a close working relationship with the firms for which they are providing forecasts. This paper provides evidence that this relationship does not improve the accuracy of the earnings forecasts, but stimulates optimistic forecasts. In addition, the paper examines whether firm size is a factor in forecast accuracy or bias.
