| 摘 要： | 土地整理改善了农业生产条件和土地生态环境,从一定程度上提高了土地资源的生产力,实现了土地资源的集约化利用。在增加耕地面积、提高土地产出率的同时,土地整理对土壤环境、水生态系统、景观和生物多样性、大气环境、敏感生态系统等会产生不同程度的负面影响。为将这些负面影响最小化和内部化,亟须从经济、社会、生态等方面采取综合生态补偿措施,实现土地整理向生态化方向发展和土地资源的可持续利用。

| Abstract: | By changing the manner,structure and layout of land utilization,land arrangement has improved the agricultural production conditions and land ecological environment to enhance the productivity of land resources and achieve the intensive use of land resources.However,it has negative effect on such aspects as soil environment,water ecosystem,sight,biological diversity,atmospheric environment and fragile ecosystem.In order to minimize the negative effect,it needs to take comprehensive measures from the aspect of economy,society and ecology to finally realize the ecological development of land arrangement and sustainable utilization of land resources. |
