发展村级集体经济 促进新农村建设

改革开放以来,随着农村各项改革的不断深化,市场经济体制的逐步完善。农村以家庭承包经营为主的双层经营体制的基本建立,极大地促进了农村经济的发展,但是同时也应当看到,不少“双层经营”中的集体经营层次已在很大程度上被严重削弱,尤其是农村税费改革以后。村级集体经济的发展已成为令人十分担忧的问题。如果忽视村级集体经济的发展,就很难走出“农村穷、农民苦、农业弱”的困境,就会影响到农村基层组织的建设与巩固,影响到农村经济发展、社会进步、全面建设小康社会和社会主义新农村建设的进程。笔者从六个方面专门论述了发展村级集体经济、逐步建成社会主义新农村的对策。

Since reforming and opening up,along with rural every reform deepen constantly,market economic system perfect step by step,rural is mainly with household contract management double-deck operation the basic establishment of system,have promoted the development of rural economy maximumly,however should at the same time also see,a lot of " in double-deck operation " collective operation level had been already weakened greatly seriously,after rural reform in tax and fee,the development of village level collective economy has become the problem that another person has worried ten point.If overlooking the development of village level collective economy,is nearly impossible to walk out of " rural is poor,peasant is bitter,agricultural and weak " difficult condition,the construction that will influence rural primary-level organizations with strengthen,influence is to rural economic development,social progress,build in an all-round way the process that well-off standard society and socialist new rural build.The author has discussed development specially from 6 aspects village level collective economy,establish the countermeasure of socialist new rural step by step.
