国有垄断行业引进民资的策略选择与实现社会福利最大化

本文主要就我国垄断行业国有企业改制重组过程中引进民间投资的策略选择与实现社会福利最大化的关系进行了分析，结果发现：在垄断行业国有企业改制重组或市场化过程中，或垄断行业在引进民间投资过程中，引进拥有高新技术企业的民间投资者，比引进没有拥有高新技术企业的民间投资者，可以实现更优的资源配置和更大的社会福利。本文结论的政策含义是：在我国垄断行业国有企业改制重组或市场化过程中，或垄断行业在引进民间投资过程中，政府应该出台相关政策，鼓励优先引进拥有高新技术企业的民间投资者，限制引进没有拥有高新技术企业的民间投资者。

Strategy of Private Investors Introduction to State-owned Monopolistic Enterprises andAchievement of Social Welfare Maximization

This paper focuses on the relationship between the strategy of private investors introduction to the reform and reorganization of State-owned monopolistic enterprises and the achievement of social welfare maximization.The results show that introducing private investors with high-tech enterprises rather than those without high-tech enterprises could achieve greater social welfare in the reform and reorganization or marketization of State-owned monopolistic enterprises.The policy implication of the conclusion is that Chinese government should advance relevant policies in favor of introducing private investors with high-tech enterprises and restrain those without high-tech enterprises in the reform and reorganization or marketization of State-owned monopolistic enterprises.
