我国网箱养殖存在的问题与对策

本文从网箱养殖对环境的污染、网箱养殖从业人员的违法行为、网箱养殖对捕捞渔民生产的影响和网箱养殖给水域生态环境带来的风险等方面分析了我国网箱养殖存在的问题,并提出了加强网箱养殖管理的对策,如政府要提高认识增加养殖管理研究的经费投入,加强对养殖管理制度的研究力度;借鉴国外先进的养殖管理法律和经验,完善我国的养殖法律法规;加强执法,促进网箱养殖的规范化管理。

Problems and countermeasures on cage culture in China

The paper analyzes some problems occurred in cage culture in China,including the pollution impact of cage culture,illegal activities of operators,the impact of cage culture on production of fishmen,and the risk of cage culture on aquatic ecological environment.The paper also points out some deficits existed in cage culture in China,including weak basic research and unhealthful laws on cage culture's management in China,illegal responsibilities execution of pertinent management entries.On these basis,the paper points out some countermeasures on improving cage culture's management,such as to increase government's awareness of the above problems,boost financial investment on cage culture's scientific research,and intensify the research on management regime of cage culture.Introducing advance laws and experiences on cage culture's management in the world,improving laws and regulations on cage culture in China and promoting regular management on cage culture were also discussed in the paper.
