System analysis and relationship management in cadre assessment

Socialist market economy needs a team of high-quality cadres. In a new situation, when assessing a cadre, one unit shall make an all-round assessment of one's morals, ability, attendance and achievements from a historical point of view. Several relations must be appropriately settled. They are the relations between exam and assessment,between assessment and supervision, between work transference and audit before one leaves the post and between assessment and the appointment duty.
