摘    要:社会主义市场经济需要建设一支高素质的干部队伍。新形势下考察干部必须历史地、全面地了解其德、能、勤、绩 ,必须妥善地处理好考试与考察的关系、考察与监督的关系、离任前工作移交与审计工作的关系、考察工作人员与任用责任的关系 ,为合理配备使用干部 ,加强领导班子和干部队伍建设奠定良好基础

Abstract:Socialist market economy needs a team of high-quality cadres. In a new situation, when assessing a cadre, one unit shall make an all-round assessment of one's morals, ability, attendance and achievements from a historical point of view. Several relations must be appropriately settled. They are the relations between exam and assessment,between assessment and supervision, between work transference and audit before one leaves the post and between assessment and the appointment duty. Thus a good base will be set up to provide and employ cadres and to strengthen the team construction of leaders and cadres.
