我国经济不发达地区高新技术产业发展战略分析

本文认为,在经济不发达地区能否实施优先发展高新技术产业的战略,需要慎重研究,多方论证;在发展决策中应根据实际情况,确定求真务实的发展思路,以提升基于“后发优势”的造血能力为中心,正确处理好政府推动与市场拉动的关系,坚持改造传统产业优先、新技术产业化优先等本土化原则,大力推行产业高新技术化,全区域产业高科技化以及总部经济、虚拟科技园区、民营科技园区、创新驱动等模式,积极稳妥地推进经济不发达地区高新技术产业发展。

Analysis of the Development Strategy of New High-Tech Industry in the Economically Under-developed Areas of China

It must be studied and demonstrated whether to develop the new high-tech industry first in the economically under-developed areas. While making development decisions,the current situation and difficulties of new high-tech industry should be recognized,and the practical thinking of development of the new high-tech industry should be defined. The relationship between the government's impetus and the market's pulling should be well handled. Some localization principles,such as giving priority to the transformation of traditional industry and new technology industrialization,should be insisted on. Some modes,such as industry's high-new technicalization,all regional industry's high technicalization,and innovation driving,should be vigorously developed. So the development of the new high-tech industry in the economically under-developed areas can be pushed forward actively and reliably.
