论GATS对我国医疗卫生政策的影响

GATS对我国医疗卫生政策的影响是多方面的。GATS不仅从整体上对我国的医疗卫生政策产生正副两方面的影响，而且GATS的具体规则，如最惠国待遇、透明度、资格检验、合理预期保护等也对我国的医疗卫生政策产生不同程度的制约。因此我国在医疗卫生领域应完善法律法规，强化行政管理，在提高效率的同时，避免对外开放所伴随的副面作用。

GATS' Effects on China's Health Policies

Since China's entry into WTO,its health policies have been in many aspects affected by GATS.Not only has GATS brought about both positive and negative effects on China's health policies,GATS' specific rules,such as Most-Favoured-Nation Treatment,Transparency,Qualification-Tests,and the Protection of Reasonable Expectations,have also restricted to varying degrees China's ability to regulate its health policies.Thus in the health Sector,China needs to perfect its laws and regulations,strengthen its administration,improve the efficiency in health services,and reduce the side-effects of the opening-up in health sector.
