摘    要:理解和贯彻新型工业化战略的关键在于正确认识和处理好充分发挥人力资源优势和技术进步、经济增长之间的关系,并找到一套有效的措施,使经济增长、技术进步和充分发挥人力资源优势实现协调发展.文章认为这些措施可以包括大力发展劳动密集型产业、加强技术的自主创新和大力推进人才资源向人才资本的转化三个方面.

Abstract:The key to understand and implement the new industrialization strategy is to understand and handle the relationship between full play of human resources,technological progress and economic growth correctly and to find a set of effective measures to make economic growth,technological progress and full play to human resources to achieve coordinated development.I strongly believe that these measures could include the development of labor-intensive industries,the strengthening of independent innovation and to promote human resources to human capital.
