欧洲ECE汽车技术法规制定及管理模式

按照国际通行惯例,世界主要汽车生产国家或地区都对汽车产品的市场准入建立并实施了完善的法律、法规体系,对汽车产品的安全、环保和节能内容制定专门的技术法规,并按照法规要求,对汽车产品实施严格的管理制度。欧洲ECE汽车技术法规及其型式批准制度越来越得到世界各国的广泛认可。本文着重论述了ECE汽车技术法规体系框架、法规制修订组织及管理模式、ECE型式批准制度及ECE汽车技术法规制修订动态等内容。

The Formulation and Management Model of ECE Automobile Technical Regulations

According to the international conventions, all major automobile producing countries or regions around the world have established and implemented perfect law and regulation system for the market entrance of automobile products, and developed special technical regulations for automobile products in terms of the contents of safety, environmental protection and energy conservation, and implemented strict management system for automobile products. The ECE automobile regulations and model approval system have been recognized by more and more countries around the world. This paper mainly discussed the framework of European ECE automobile technical regulation system, the development/revision and management mode of the regulations, ECE model approval system, and the trend for the development and revision of ECE automobile technical regulations etc.
