关于当前贫困地区经济社会发展几个问题的思考

当前，贫困地区存在基层组织行政职能弱化，土地流转困难，精神文明建设不力，经济结构调整缓慢，弱势群体生活困难等问题，严重制约着贫困地区经济和社会的发展。转变基因干部工作方式和工作作风，加快土地流转，加强精神文明建设，扶持“龙头企业”和科技示范户，处理好扶贫三个层次问题是贫困地区走出困境的关键所在。
