| 摘 要： | 改革开放以来，随着思想解放程度的提高和各项政策的放宽，民营企业和民问投资得到进一步发展，目前已经成为中国经济发展的一支重要力量。但同时，民营经济的发展存在着制度、资金、技术、人才、市场和民营企业自身等因素的制约。加快民营经济的发展，需要进一步规范对民营企业的管理，建立科学的民营经济管理体制，保持一个非扭曲的政策环境。
