加强国有资产管理努力创建节约型海关

当前，海关单位国有资产管理方面存在的问题，主要是管理不严、责权不清；购进实物资产，缺乏严密的验收审批程序。导致“重业务、轻资产，重建设、轻管理”的原因，主要在于管理机构不健全，管理人员缺乏；管理手段落后，效能不高；制度建设滞后，管理不规范；海关单位的资产调剂困难等。海关单位应提高认识，建章立制，强化国有资产管理观念；全面清产核资，摸清家底；加强对出租房屋的监管；充分利用预算、政府采购强化对资产的配置管理；加强固定资产的事中、事后监控；加强对国有资产管理人员的培养，使国有资产管理工作规范化、科学化、专业化。
