论文化建设与创新能力的培育

科学发展观的一个重要内容就是建设创新性国家，为此，必须大力培育创新能力。在知识经济时代，创新已经超出技术范围，成为包括文化创新在内的广义创新。由于创新活动以意会知识为认知基础，其本质是智慧的培育而不是知识的积累，所以创新能力培育必须以文化建设为前提，全方位地提高创新主体的文化素质。

One of content of the view of scientific development is to build up a country of innovatory type.The paper argues that in the era of economy based-knowledge innovation was become innovation of broad sense to be comprised cultural innovation going beyond compass of technology.Because of innovatory activities is based on tacit knowledge,its essence is to rear wisdom but isn,t accumulation of knowledge.Fostering of competence for innovation is predicted on cultural construction,therefore must in an all-round way heighten cultural quality of innovation subject.
