摘    要:丹江口水利枢纽初期工程水库淹沉农田2.87万公顷,有效安置移民38.2万人,除县外,省外安置17.1万人外,其余21.1尤均在本县后靠内安,移民安置环境容量已甚紧张。作为南水北调中线水源的丹江口水利枢纽后期完建工程170米正常蓄水位移民线下人口有22.44万人,因此后期工程移民安置任务极为艰巨。本文在总结初期工程移民经济的基础上,研究了后期工程移民安置规划的可行性。其结论是:以土地为依托的大农业安

Abstract:Because of impoundment of initial stage Danjiangkou project, agricultural land of 0. 0278 million ha was inundated; 0. 382 million emigrants were relocated, of which 0. 171 million emigrants in counties outside reservoir fringe, and the remainder(0. 211 million) in reservoir fringe area. Thus the environmental capacity in all regions involved with emigrants resettlement has already been tightly reduced. After raising the Danjiangkou darn up to original design normal pool level 170 m,the additional emigrants will be of 0. 2244 million. It is very difficult to relocate such a number of emigrants. Based on the experience in emigrants resettlement for initial stage works of Danjiangkou project, study is made on feasibility of relocating these additional emigrants and presented in this paper. It is concluded that provided agricultural resettlement on the land basis is taken as principal measures; fishery, second and third industry resettlements are also considered as secondary ones; and a part of emigrants will be relocated outside reservoir fringe with the reservoir fringe area to accommodate unforeseen circumstances; by means of all these measures, it is feasible and also with a prudent margin to relocate additional emigrants. A proposal about greatly developing the Xiangjiuhou region in Xichuan county is suggested to minimize the emigrants relocated outside Xichuan county.
