Abstract After the founding of New China, the investment strategy of our goverment has changed several times. In recent years, economic development began to focus on the western area and this has led to some achievements. According to the requirement of economic development and the particular conditions of the western area, it becomes a realistic choice to carry out shareholding system reform and set up stock market in the western area. The basic measures are to solve the problem of choosing proper enterprises for shareholding system experiment and the problem of standard management, and to develop stock exchange market
