引导高职院校毕业生返乡、下乡创业的对策研究

充分发挥高职毕业生群体的人力资本优势,引导其返乡、下乡创业不仅是激发乡村经济活力,推动乡村振兴的有效途径,也是打破区域发展不平衡,推进城乡要素合理配置的应有之义。该文以当前“双创”和乡村振兴为背景,以广东省为研究对象。首先,探讨了高职院校毕业生群体返乡、下乡创业的有利因素;其次,由于统计口径的限制,将高职毕业生做扩大解释,全面分析了当前广东省大学毕业生创业的现状和存在的问题;最后,基于以上问题,该文提出了针对社会、学校、政府三方在推动高职院校毕业生返乡、下乡创业上可以做的努力。对于夯实乡村振兴人才基础,促进城乡要素合理流动具有重要的现实意义。

Research on the Policies of Guiding the Graduates of Higher Vocational Colleges to Return to the Countryside and Start a Business

Giving full play to the advantages of human capital of higher vocational graduates and guiding them to return to the countryside and start their own businesses is not only an effective way to stimulate rural economic vitality and promote rural revitalization,but also an effective way to break the unblanced regional development and promote the rational allocation of urban and rural elements.This paper takes the current“innovation and entrepreneurship”and rural revitalization as the background,and takes Guangdong Province as the research object.First of all,it discusses the favorable factors of higher vocational college graduates returning to the countryside and starting a business in the countryside.Secondly,due to the limitation of statistical caliber,this paper expands the explanation of higher vocational graduates,and comprehensively analyzes the current situation and problems of college graduates’entrepreneurship in Guangdong Province.Finally,based on the above problems,this paper puts forward the efforts that can be made by the society,the school and the government in promoting higher vocational college graduates to return to the countryside and start businesses in the countryside.This paper has important practical significance for consolidating the talent foundation of rural revitalization and promoting the rational flow of urban and rural elements.
