国有农场公司制改造的路径分析

摘    要:国有农场是农垦的基本组成单元,是国有农业经济的基石。国有农场公司制改造的成果,关系到国家粮食安全和现代农业发展,选择正确的改革路径尤为重要。应当从企业机制改革和企业经营模式改革两个方面深化国有农场公司制改造。一方面,应当构建以资本为纽带的省农垦集团母公司-产业或区域集团公司-子公司(含农场子公司)三级运行架构的母子公司体系,构建现代公司治理机构;另一方面,应当大力推动资源要素的有效配置,盘活土地资源,整合技术、品牌等无形资产,打造专业化的产业集团,形成产业核心竞争力,构建灵活高效、符合农业经营特点的经营模式。

The Path Analysis of State-owned Farm Company System Reform

Abstract:State-owned farm is the essential cell of agricultural reclamation and the cornerstone of state-owned agricultural economy.The achievements of state-owned farm company system reform in China are related to the national food security and the development of modern agriculture,so it is particularly important to choose the right reform path.The reform of state-owned farm company system should be deepened from two aspects,which include enterprise mechanism reform and enterprise management mode reform.On the one hand,with capital as the link,a parent-subsidiary system with a three-level operation structure of the provincial agricultural reclamation group parent company,industry or regional group company and subsidiary(including farm subsidiary)should be built to construct a modern corporate governance structure.On the other hand,we should vigorously promote the effective allocation of resource elements,invigorate land resources,integrate intangible assets such as technology and brand,create professional industrial groups,form industrial core competitiveness,stimulate the business vitality,and build a flexible and efficient operation mechanism in line with the characteristics of agricultural operation.
