广西农村水环境污染模式及其治理对策

针对广西壮族自治区农村水环境污染防治问题,从农业面源污染、微小水污染、生活源污染和跨流域污染4个方面总结了广西农村水环境污染的主要模式;从水环境污染的外部性、水资源的准公共物品性和经济结构特征3个方面探讨了污染产生的根源;在现有治理措施和成果的基础上,从产业结构调整、市场化治理、信息技术应用等方面提出了农村水环境长效治理的对策建议。

Pollution modes of rural water environment inGuangxi Zhuang Autonomous Region and theircountermeasures

With regard to the problems of preventionand control of rural water environment in GuangxiZhuang Autonomous Region, the main pollution modesare summarized from four aspects of agricultural non-point source pollution, water pollution of townshipenterprises, life source pollution and inter-river basinpollution. The root causes for pollution are discussedfrom the perspectives of externality of waterenvironment pollution, attribute of quasi-public goodsof water resources and economic structure. Finally, onthe basis of the existing control measures and results,some countermeasures and suggestions are put forwardfor the long-term effective management mechanism ofrural water environment, including adjustment ofindustrial structure, market management andapplication of information technology.
