浅议我国医疗保险费用支付方式

医疗保险费用支付方式对医疗费用的控制具有很强的导向作用,在医疗保障体系中占有举足轻重的地位,支付方式的改革是医改的核心内容,也是医疗保障领域研究的重点问题,本文通过对国内、国外典型医保费用支付方式的总结研究,认为中国医疗保险费用支付方式可以实施"总额预付"基础下"病种付费"、"人头付费"、"单元付费"、"项目付费"等多种付费方式的有机结合。

Brief Discussion on Payment Method of Medical Insurance in China

Payment method of medical insurance plays an important guiding role in the control of medical expense and occupies a decisive position in the medical security system. Reform of payment method is the core of medical re- form and the focal point in the research of medical security. This paper, by means of summarizing typical payment meth- ods of medical insurance home and abroad, puts forward the opinion that payment method of Chinese medical insur- ance can make a dynamic integration of multiple methods such as ＂paying by disease category＂, ＂paying by number of people＂, ＂paying by units＂ and ＂paying by items＂ on the basis of ＂pre-paying of total amount＂.
