我国地方产业集群升级的影响因素及升级策略

对大多数处于价值链低端环节的我国地方产业集群来说，其竞争力提升的一个重要方式就是沿着全球价值链攀升。但这并不是一个自然而然的过程，有时甚至会遭到全球产业网络中其它企业的反升级。本文应用全球价值链的分析框架，从实证的角度对影响产业集群升级的主要因素进行了探索性分析，将其归纳为嵌入方式和治理结构两个因子，并依此从企业和政府角度给出了产业集群实现升级的治理策略。

On China's Regional Industrial Clusters Upgrading and its Strategy

To most of chinese industrial clusters being in the low-end of value chain, an important way of its competitiveness promotion is to climb theglobal value chain. However, this is certainly not a natural process and sometimes even can encounter counter-upgrading from other firms in the globalindustrial network. Using the global value chain analysis frame this article explores the main factors affecting industrial clusters by experience investigationand induced it for two factors, such as embedded ways and governance mode. Then it also puts forwards governance measures realizing china localindustrial clusters upgrading from the angle of firm and government.
