| 摘 要： | “进一步提高技术监督对国民经济和社会发展的有效性”是总揽各项工作的一条主线.而目前贯彻实施标准有效性现状并不令人满意.文章从一次调查入手,分析了现有标准近40%不能实施到位的因素,指出应从五个方面入手进行改革.

| Abstract: | To increase technology supervision effectiveness on national economy and social development is the key point for all the different jobs. But until now the validity of thorough standardization implementation is not satisfactory. Based on the survey, the article analyses the factors for the 40% current standards which has not been implemented and also suggests the new reformation approach from five aspects. |
