| 摘 要： | 本文在专题调查的基础上,系统总结反映了人行西安分行辖区应急预案体系建设的总体情况和取得的主要成效,同时从规划论、预案质量、优化机制等五个方面,指出了现有应急预案体系存在的突出问题。针对这些问题,提出了相应的改进建议。

| Abstract: | On the basis of special surveys,the paper systemically summarizes the general situation and the main achievements of the construction of the emergency plan system in the jurisdiction of Xi’an Branch PBC.At the same time,from five aspects including the planning theory,plan quality,optimal mechanism etc.,it points out the outstanding problems of the existing emergency plan system.Addressing above issues,it puts forward appropriate advice for improvement. |
