| 摘 要： | 外债转贷款是利用外资的主要形式,为支持地方经济发展发挥了积极作用,但在管理使用中还存在统计监测难、提款登记难、账务核对难以及转贷银行被动垫款等问题。本文对庆阳市近年来外债转贷款的现状、效应及存在问题进行了专题调查,为进一步规范和加强外债转贷款使用管理提供参考建议。
